INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: Samuel Kim
Dept:

City Manager Dept: Public Works
Date: 8/27/2024

Subject: Approval of Amendment No. 5 to the contract with Willdan Engineering Inc. for On-Call Animal Control Officer Services. (Cost: $35,000) (Action Item)

OBJECTIVE

For City Council to approve Amendment No. 5 to the contract with Willdan Engineering Inc. (“Willdan”) for on-call Animal Control Officer Services.

BACKGROUND

The Animal Control Services Section (“ACS”) is responsible for covering 24/7 field operations, which includes regular daytime weekly shifts and on-call after-hour night shifts. On-call night shifts are typically scheduled from 5:30 p.m. to 7:00 a.m.

DISCUSSION

Willdan’s services have been recently utilized to cover daytime ACS staff shifts who were out on prolonged medical leave. Additionally, Willdan’s services are useful in providing after - hours coverage and essential support for daytime shifts – Willdan currently covers an average of two on-call night shifts and one-to-two day shifts per week. Willdan’s assistance in covering on-call night shifts tremendously helps ACS staff by reducing the number of night shifts Animal Control Officers must cover while already working a full day shift.

The existing contract price was established in March 2020 for an annual, not -to-exceed amount of $50,000. As contractual costs have generally increased over recent years, so has Willdan’s rates – therefore, staff is requesting to increase the contract by $35,000 to $85,000 to cover Fiscal Year 2024 -25 services. This is a one-time increase, as the contract ends in the current fiscal year. Recurring contractual amounts will be available upon the completion of the planned Request for Proposal (RFP) process. Future contract costs will be programmed into the department’s operating budget during the biennial budget development process.

FINANCIAL IMPACT

The additional cost of $35,000 to cover Willdan’s services will be borne by the existing Public Works Department’s Fiscal Year 2024-25 operational budget. No additional appropriation is necessary at this juncture.

RECOMMENDATION

It is recommended that the City Council:
 Authorize the City Manager to execute Amendment No. 5 with Willdan Engineering, Inc. for On-Call Animal Control Officer services and make minor modifications on behalf of the City.
