Subject: Authorization of the issuance of a purchase order to Turf Star Western for one (1) new Toro flail mower and one (1) new Toro riding mower. (Cost: $234,354.13)(Action Item)
OBJECTIVE
To secure City Council authorization to purchase one (1) new Toro flail mower and one (1) new Toro riding mower from Turf Star Western through the Sourcewell Cooperative Purchasing competitive bid program, Contract #031121-TTC.
BACKGROUND
The Public Works Department has one (1) flail mower and one (1) riding mower that currently meet the City’s guidelines for replacement and were included in the FY 2024-25 Fleet Management budget. The vehicles being replaced are a 2007 John Deere flail mower with 8,045 operating hours, serial# LV5425S340077, and a 2013 John Deere riding mower with 6,809 operating hours, serial# 1TC1445DLDT130384.
DISCUSSION
Experience has shown that the City’s buying power is enhanced through joining with other public agen cies to purchase fleet vehicles and equipment. Sourcewell nationally solicits, evaluates and awards contracts through a competitive bid process. As a member of Sourcewell, the City is able to utilize its bid awards for our equipment purchases. Staff recommends piggybacking on the results of a recent Sourcewell competitive bid program, Contract #031121-TTC for the purchase of the two equipment. The results deemed Turf Star Western as the lowest responsive bid.

FINANCIAL IMPACT
Total cost of acquiring the flail mower and riding mower from Turf Star Western is $234,354.13. The purchase will be funded by the Fleet Management internal service fund.
The surplus equipment will be sold at public auction , and proceeds deposited in the Fleet Management fund.
RECOMMENDATION
It is recommended that the City Council:
Authorize th e Finance Director to issue a purchase order in the amount of $234,354.13 to Turf Star Western for the purchase of one (1) new flail mower and one (1) new riding mower.
