INTER-DEPARTMENT MEMORANDUM

To:

Dept:

City Manager Dept: Public Works
Date: 9/24/2024

Subject: Approval of an Amendment to the Agreement with Willdan Engineering for consultant engineering services. (Cost: $250,000) (Action Item)

OBJECTIVE

For the City Council to approve an amendment to the agreement with Willdan Engineering for consultant engineering services to continue to fill engineering staffing needs until the Associate Engineer vacancy is filled.

BACKGROUND

On January 23, 2024, The City Council approved an award of contract with Willdan Engineering to assist the City’s Engineering Division in meeting ongoing staffing needs until staffing vacancies were filled. The Public Works Engineering Division (Engineering) oversees an annual capital improvement plan (CIP) budget of $28.6 million. Projects under the capital improvement plan require extensive planning and complex engineering work to execute. The Engineering team experienced two staffing vacancies since December 2023. One vacancy was filled in March 2024 and the Division is in the process of filling the second vacancy.

DISCUSSION

The City is in the recruitment process to fill the existing Associate Engineer vacancy. This is anticipated to take six to eight months to complete . Once filled, it is anticipated continued support from the consultant engineer is needed to ensure a smooth transition. The monthly cost for the consulting service is approximately $25,000. The proposed contract establishes a not-to-exceed amount of $250,000, to cover unexpected delays in filling the position, as well as other unforeseen staffing needs. The licenses and references of the consultant have been reviewed and verified by staff, and all other documentation is in order.

FINANCIAL IMPACT

No additional appropriation is needed to approve the proposed amendment to the agreement with Willdan Engineering. Contract costs will be funded by Gas Tax and Measure M2 funding.
