Date: 10/8/2024

Subject: Approval of an Amendment to the Cooperative Agreement with the City of Stanton for Rehabilitation of Fern Street from Garden Grove Boulevard to Stanford Avenue. (Cost: $64,000) (Action Item)

OBJECTIVE

For City Council to approve the First Amendment to the Cooperative Agreement between the City of Garden Grove and the City of Stanton for the rehabilitation of Fern Street from Garden Grove Boulevard to Stanford Avenue.

BACKGROUND

The City of Garden Grove entered into a cooperative agreement with the City of Stanton as part of the Various Residential Streets Rehabilitation 2024 Project (CP1399293), which includes Fern Street from Garden Grove Boulevard to Stanford Avenue. The City of Stanton owns one half of Fern Street within the limits of the project.

The cooperative agreement was established for construction costs and administration of Stanton’s portion of the project (estimated at $120,478), with the City of Garden Grove to serve as lead agency.

DISCUSSION

The City of Stanton has presented the City of Garden Grove with a proposed amendment to the existing cooperative agreement for the Fern Street paving project. The amendment is necessary to address unexpected soft pavement and subgrade conditions encountered during construction on Stanton's portion of the street.

To address these issues, bo th cities have agreed that over -excavation combined with the installation of geotextile and 1” rock in the affected area is necessary. The revised scope of work will result in an increase to Stanton’s original project cost by $64,000. Although the City of Garden Grove is the lead agency on this project, the City of Stanton has already taken it to their City Council on September 10, 2024 and approved this First Amendment.

FINANCIAL IMPACT

This improvement is included in the Fiscal Year 2024-25 Capital Improvement Budget and is funded by Gas Tax (SB1) and Community Development Block Grant funding. The proposed amendment will increase the combined cost of the project by $64,000. However, the City of Stanton will pay for the entire addition. Therefore, there is no financial impact to the City to approve the amendment.

RECOMMENDATION

It is recommended that the City Council:

 Approve the First Amendment to the Cooperative Agreement with the City of Stanton for the rehabilitation of Fern Street from Garden Grove Boulevard to Stanford Avenue (CP1399293), and
 Authorize the City Manager, or designee to execute the amendment, and make minor modifications as appropriate thereto, on behalf of the City.
