Date: 10/22/2024

Subject: Approval of Amendment No. 2 to the agreement with Carmody Construction Company for the Acoustic Ceiling Tile Project at 11277 Garden Grove Boulevard. (Cost: $35,196.00) (Action Item)

OBJECTIVE

For the City Council to approve Amendment No. 2 with Carmody Construction Company for the Acoustic Ceiling Project IFB GPM-NO. 2401 at the 11277 Garden Grove Boulevard (Purcell Building), to provide additional scope involving ceiling tile reinstallation.

BACKGROUND

On July 12, 2022, the City Council approved the purchase of the Purcell Building, a two-story office facility. In preparation for upcoming heating, ventilation, and air conditioning (HVAC) improvements, the City contracted an engineering consultant to cond uct a comprehensive investigation and evaluation of the existing HVAC systems, identifying current deficiencies.

Prior to this assessment, all ceiling tiles at the Purcell Building needed to be removed. On April 10, 2024, the City issued Invitation for Bid s (IFB GPM-NO. 2401) for the removal and on-site storage of acoustic ceiling tiles, which was completed by Carmody Construction Company on July 18, 2024.

Following the removal of the ceiling tiles, tenants and City staff provided valuable feedback, noting concerns regarding:

 Debris, dust, and loose insulation
 Increased noise levels impacting the workspace
 Reduced privacy for meetings and soundproofing
 Elevated maintenance needs for sanitation

In response, the City worked with the vendor to confirm their availability for ceiling tile reinstallation following the HVAC assessment. To minimize disruption, the installation will take place during non-business hours. This effort will restore a more functional environment for both tenants and staff, addressing key health and safety concerns.
