City Manager Dept: Community Development
Date: 10/22/2024
Subject: Approval of Amendment No. 6 to the agreement with Scott Fazekas & Associates to provide on-call Building Plan Review Services. (Cost: $250,000) (Action Item)
OBJECTIVE
For the City Council to approve Amendment No. 6 of the agreement with Scott Fazekas & Associates, Inc (SFA) to provide on-call Building Plan Review Services as needed .
BACKGROUND
The Community Development Department (CDD) utilizes SFA for on-call building plan review services. The intent is to ensure a timely turnaround and to meet high customer service standards.
DISCUSSION
Staff utilizes SFA for on-call building plan review services for plan check overflow and large development projects including the Civic Center Revitalization Project. There is currently a vacancy in CDD’s Plan Check Engineer position, which recruitment is in process and position to be filled by the first quarter of 2025. During this interim period, an increase in plan reviews by SFA is necessary. On average, approximately 90 building plans are circulated SF A on a monthly basis. To ensure plan review services are not disrupted, CDD is requesting an increase in compensation to the current SFA agreement.
In addition, SFA is also performing the plan check services for the Civic Center Revitalization project. In November 2023, CDD issued a Request for Proposals (RFP) for plan review services for the Civic Center Revitalization Project. Three (3) firms submitted proposals and were interviewed. All firms had existing contracts with the City. SFA was selected as the most qualified firm to perform the plan check services for the project for a lump sum amount of $43,243.72 for Civic Center plan review.
When combined with anticipated outsourcing of plan reviews due to a Plan Check Engineer vacancy and the Civic Cen ter Revitalization Project , staff is requesting an increase in Item 409/2024
compensation to the SFA agreement. This will allow CDD to support the ongoing need of plan review services, maintain acceptable service levels, and enable the continued plan review of the Civic Center Revitalization project. This necessitates a contract amendment to increase the contract by $250,000 for a total not to exceed compensation in the amount of $500,000 to be expended only as needed.
FINANCIAL IMPACT
The cost of Amendment No. 6 for SFA will require an increase of $250,000 to the contract, among which $43,243.72 will be funded by the Civic Center Revitalization Fund. The remaining $206,756.28 will be funded from the amended C ommunity Development Department FY2024-25 operating budget. No additional appropriation is necessary as the Department is anticipating to use salary savings due to vacancy to cover the increase in contractual cost. Funds will only be expended as necessary.
RECOMMENDATION
It is recommended that the City Council:
Approve Amendment No. 6 to the agreement with Scott Fazekas & Associates, Inc., for on-call Building Plan Review Services to increase the compensation for the agreement in the amount of $250,000; and
Authorize the City Manager, or designees, to execute Amendment No. 6 and make minor modifications as appropriate thereto, on behalf of the City.
