Subject: Award a contract to Leed Electric, Inc. for the Lampson, Magnolia, and West Garden Grove Reservoir/BPS SCADA Improvements Project, Project No.
CP1268288. (Cost: $2,473,084) (Action Item)
OBJECTIVE
To recommend that City Council award a contract to LEED Electric, Inc. for construction of Project No. CP1268288 – Lampson, Magnolia, and West Garden Grove Reservoir/BPS SCADA Improvements Project.
BACKGROUND
In the 2020 Supervisory Control And Data Acquisition (SCADA) Master Plan, a list of 22 projects to be implemented over a 5 -year period with an overall estimated budget of $7.8 million were identified, which cost includes design and construction.
Lampson, Magnolia, West Garden Grove Reservoir/BPS SCADA Improvements Project is one of the projects that was identified, and it will upgrade the SCADA software and hardware equipment to operate the Lampson, Magnolia, and West Garden Grove Reservoirs and Booster Pump Stations. This project consists of demolishing and retrofitting Programmable Logic Controller (PLC) Control Panels, installation of new control panels, installation of new chemical dosing skids, replacement of select field instrumentation and valve controls, and replacement of engine control panels. New conduit, conductors, and junction boxes will be installed as indicated on the Drawings.
DISCUSSION
Three bids were received and opened by the City Clerk’s Office on October 2, 2024, at 11:00 a.m. (see Bid Summary Sheet). The lowest responsive bidder was LEED Electrics, Inc., with a total bid of $2,473,084. The licenses and references of the contractor have been reviewed and verified by staff, and all other d ocumentation is in order. The anticipated contract schedule is as follows:

FINANCIAL IMPACT
Total project cost is $2,473,084, and will be funded by the Water enterprise fund. Funding is included in the adopted 2024-2025 Capital Improvements Budget.
RECOMMENDATION
It is recommended that the City Council:
Award a contract to LEED Electrics, Inc. for $2,473,084 for the construction of Project No. CP1268288 – Lampson, Magnolia, and West Garden Grove Reservoir/BPS Improvements Project; and
Authorize the City Manager, or designee, to execute the agreements on behalf of the City and make minor modifications as appropriate.
