Subject: Award a contract to The Sayler Group Corporation for debris abatement services under the Caltrans Fencing Improvement Project (CFIP) Delegated Maintenance Agreement. (Cost: $150,000) (Action Item)
OBJECTIVE
For the City Council to award a contract to The Sayler Group Corporation for debris abatement services under the Caltrans Fencing Improvement Project (CFIP) Delegated Maintenance Agreement in the amount of $150,000.
BACKGROUND
The Caltrans Fencing Improvement Project (CFIP), also known as “the Project”, is a collaborative initiative between Caltrans and the City of Garden Grove to address homeless encampments under Caltrans right -of-ways within the City’s jurisdiction. Funding authorization for the Project is contained in two key agreements: 1) Cooperative Agreement, and 2) Delegated Maintenance Agreement (DMA).
The City executed the Cooperative Agreement in June 2023 for Phase I of the Project, and its amendment in January 202 4 for Phase II of the Project, in the current total amount of $1.5 million, authorized by the City Council, to install fencing, gates, rock slopes, and gravel on unpaved slopes and narrow areas within the City and along certain underpasses of the 22 Freeway from Springdale Street to Garden Grove Blvd.
In September 2023, the City entered the DMA with Caltrans which obligates the City to keep the fenced areas in a safe and operational condition. Following the execution of the Cooperation Agreement Amendment, on June 10, 2024, the DMA was amended to extend the terms of funding expenditures to the end of FY 2024-2025 and to include the identified additional fencing areas in the project’s Phase II.
Item 470/2024
DISCUSSION
The City has experienced an increase in debr is, particularly in areas near homeless encampments. While multiple encampment clean -up efforts and routine debris abatement actions have been undertaken by Caltrans and the City's Public Works Department, these measures alone have proven insufficient to f ully address the problem. As such, additional resources are needed to ensure public safety and cleanliness within the City’s boundaries, especially along Caltrans right-of-ways.
Under the Clean California (Clean CA) Program, which aims to beautify state and interstate areas, cities are eligible to perform clean -up activities within Caltrans right -of-ways and receive 100% cost reimbursement from the State. The City has been authorized a maximum expenditure of $150,000 for debris removal under the Clean CA Program FY 2024-25.
