We will conduct regular safety audits to ensure a safe working environment is maintained at all times.
MANAGEMENT APPROACH
Z&K Consultants, Inc. provides proven professional construction management techniques to ensure the safe construction of a quality project completed on time and within budget. Z&K accomplishes this by establishing the systems, policies, and procedures necessary to ensure adequate project controls are in place. The Z&K approach is founded on a thorough understanding of the critical management components of time, information, cost, and quality.
TIME MANAGEMENT | Effective time management relies on accurate scheduling to manage the project’s time -sensitive elements and resources. The foundation of this process is the development of a detailed and realistic baseline schedule.
Z&K will review the Contractor’s baselin e schedule to ensure its accuracy and reasonableness, focusing on activity durations, logic ties, and constructability. We will also analyze the schedule to prevent float suppression, as schedule float is a critical resource for both the Owner and Contractor. Once the schedule is implemented, Z&K will track the Contractor’s daily progress and review it during weekly meetings. The Contractor’s three -week-look-ahead schedule will be compared against the baseline to ensure it aligns with the overall work plan . We will also monitor any scheduled activities that have not started as planned, flagging potential delays for immediate discussion. This proactive approach ensures that the project remains on schedule and that any issues are addressed early.
COST MANAGEMENT | Z&K will take the lead in implementing and maintaining an effective cost management system throughout the project. Our role in cost management has two key components. First, we will track the value of completed work to ensure accurate and detailed mo nthly progress billing by the contractor. Each month, the Construction Inspector will review and approve the updated cost -loaded CPM schedule, verifying that work activities and material deliveries are assigned the correct completion percentage. Any discrepancies will be addressed, and the Contractor will revise and resubmit the schedule of values as needed. This ensures the Owner is accurately billed for work completed each month.
Secondly, Z&K will proactively manage the change order process. Changes in work and unforeseen conditions will be closely monitored by our construction inspection team, with an ongoing log of potential change issues maintained and discussed at weekly meetings. This process ensures that cost impacts are identified early and managed effectively, safeguarding the project budget.
FUNDING MANAGEMENT | Z&K will ensure that the City has all necessary information to comply with the funding requirements. Our team is experienced in complying with funding reporting and filing requirements. We pay close attention to these requirements and deadlines so that project funding remains unaffected and so that file audits are conducted quickly and efficiently. Our team is also experienced in ensuring that project documents show compliance with DBE reporting requirements, DBE goals, and/or good faith effort documented. Proper Project documentation is key in any audits.
QUALITY MANAGEMENT | At Z&K, quality management is a core responsibility of construction management. We bring extensive expertise in all aspects of quality assurance (QA) and quality control (QC). Z&K will lead the project’s quality assurance by implementing our comprehensive QA program, ensuring that all participants follow stringent quality control protocols so that the constructed product adheres to contract plans and specifications. This program includes a detailed inspection plan, clear inspection procedures, and thorough documentation of all test and inspection reports. We will also review the Contractor’s quality control procedures t o confirm they are adequate and align with project standards. Quality control issues will be addressed in weekly meetings, and an ongoing list of deficiencies and corrective actions will be maintained and updated regularly.
In addition to managing the quality of construction, Z&K ensures the quality of the Contractor’s documentation processes, such as submittals and RFIs. Poor submittal quality or unanswered RFIs can lead to substandard materials or delays in construction. Z&K will work closely with the Contractor to maintain high standards in both documentation and construction.
We will also perform regular internal audits to ensure that all QA procedures are being implemented effectively, safeguarding the project’s success.
INFORMATION MANAGEMENT | Effective information management is vital to the success of any construction project.
Z&K will serve as the central hub for managing all information flow, ensuring that essential documents—such as contracts, meeting minutes, drawings, submittals, RFIs, pay reque sts, invoices, and inspection reports —are distributed to the appropriate parties in a timely manner. Our extensive experience in document management allows us to streamline communication across all project stakeholders. Z&K’s approach begins with an all -inclusive kick-off meeting, where clear lines of communication and project responsibilities are established for all stakeholders. This communication framework fosters collaboration and partnership throughout the project. Weekly construction meetings will ensure ongoing information flow, where issues such as safety, progress updates, RFIs, submittals, and testing reports are discussed. A detailed agenda will be distributed prior to each meeting, and unresolved issues will be carried forward until resolved. By maintaining consistent and transparent information flow, Z&K ensures that all project participants stay informed and aligned, minimizing delays and promoting a smooth project execution.
CODES & PROCEDURES MANAGEMENT | Z&K has a strong knowledge of the City, County, State, and Federal codes and procedures that are required to deliver a successful project. SCHEDULE
Z&K Consultants, Inc. is committed to delivering the City of Garden Grove’s Project, within the specified working days. Our proposed schedule is designed to ensure that all project milestones are met efficiently while maintaining the highest standards of quality, safety, and community engagement. The schedule is structured to allow for flexibility, proactive risk management, and minimal disruption to residents, businesses, and traffic.
SCHEDULE CONSIDERATIONS | The City’s Addendum No. 1 estimates the project duration at 6-8 months (approximately 160 working days). The project involves significant work including skate park improvements, the construction of two new buildings (Pool Building and Restroom Building), a new pool, and a playground. Achieving the proposed 160 working days will require the contractor to work on multiple tasks simultaneously. For example, skate park and pool improvements should be tackled concurrently since both require shotcrete work. Similarly, the construction of the Pool and Restroom Buildings can proceed in parallel to optimize efficiency. To avoid delays, critical long-lead items, such as playground equipment and electrical equipment (e.g., switchboard), must be ordered at the project’s outset. Based on previous experience, the switchboard lead time may be as long as 12 months, which could impact the project’s completion unless addressed early.
A temporary power source may be necessary until the switchboard is installed. By coordinating these concurrent tasks and planning for long-lead items, the project can be kept on track.
SCHEDULE APPROACH
Pre-Construction Phase: The pre-construction phase will commence immediately upon contract award. During this time, we will conduct the pre-construction conference, establish the Management Information System (MIS), review and approve the contractor’s traffic control plans, and finalize all pre -construction submittals. The pre -construction phase sets the foundation for a smooth project execution.
Mobilization and Traffic Control Implementation: Following the pre -construction phase, the contractor will mobilize equipment and personnel on-site. Concurrently, traffic control measures will be implemented based on the approved plans.
This phase is critical for ensuring the safety of both the construction team and the public.
Construction Phase: The construction phase is scheduled to begin immediately after mobilization and is broken down into key activities. Z&K Consultants will closely monitor the contractor’s progress through daily site visits and weekly schedule reviews to ensure the project remains on track.
Final Inspections and Project Closeout: The final phase of the project includes conducting final inspections, preparing the punch list, and ensuring all “As-Built” drawings and O&M manuals are delivered to the City. Z&K will also oversee the final walkthrough and process the final progress payment.
