Subject: Award a contract to Z&K Consultants, Inc. for construction management services for the Woodbury Park Revitalization and Expansion Project – Project No. S-1335. (Cost: $299,844)(Action Item)
OBJECTIVE
To request City Council authorization to award a contract for construction management services for the Woodbury Park Revitalization and Expansion Project.
BACKGROUND
In December 2021, the City of Garden Grove was awarded a $6,000,000 grant from California Department of Parks and Recreation to help fund the revitalization and expansion of Woodbury Park, located at 13800 Rosita Place. Woodbury Park was selected for the competitive grant opportunity due to the park acreage per one thousand residents being under half an acre, and the surrounding neighborhood having the lowest median household income compared to other city parks.
The project is a complete renovation and expansion of the 3.3-acre park, and expansion of half acre on the south east corner of the park, on school district property. The new 3.8-acre park will include the installation of a new walking trail, outdoor fitness equipment, recreational swimming pool, two playground areas, picnic shelters, a skate spot, basketball courts, lighting, restrooms, and a parking lot.
In September 2022, City Council awarded a contract to David Volz Design Landscape Architects to provide consultant services for the preparation of Plans and Specifications for this project.
DISCUSSION
The complexity and m agnitude of this project would place excessive time commitment on staff to administer this project along with other department projects. Additionally, the construction of a new park will require numerous specialty inspections and testing. The daily Item 450/2024
presence of an on-going site construction manager will facilitate and oversee the limited space for construction staging and the intricate project phasing.
On August 8, 2024, a Request for Proposal (RFP) was released for qualified firms to provide Construction Management Services for the Woodbury Park Revitalization and Expansion Project. The scope of work involves full -time construction administration, regul ar and specialty inspection during construction, assistance during pre -construction and project closeout phase, including project documentation.
There were nine (9) qualified proposals received on September 10, 2024. The Committee scored each proposal ba sed on the criteria that was provided in the RFP for a total of 400 points. Following the review of these total scores from the nine proposers, the Committee scheduled interviews with the three (3) highest scoring proposers, those were Z&K Consultants, Inc., Onward Engineering, and Dudek. The additional points for these interviews were a total of 10 points per rater (for a total of 40 points). Based on the scores for the top three proposers evaluated and interviewed, the Committee recommends that the contract be awarded to Z&K Consultants, Inc., for a total amount of $299,844.
FINANCIAL IMPACT
The construction management services cost of $299,844 will be funded through the existing budget for Capital Improvement Projects using Park Fee Funds. There is no i mpact to the City’s General Fund.
RECOMMENDATION
It is recommended that the City Council:
Award a contract to Z&K Consultants, Inc. in the amount of $299,844 to provide construction management services for the Woodbury Park Revitalization and Expansion Project; and
Authorize the City Manager , or designees, to execute the contract and make minor modifications as appropriate thereto, on behalf of the City.
