Date: 11/26/2024
Subject: Approval of the Citywide Engineering and Traffic Survey 2024, and introduction and first reading of an Ordinance amending Chapter 36 of Title 10 of the Muncipal Code, entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GARDEN GROVE AMENDING SECTION 10.36.030 OF CHAPTER 10.36 OF TITLE 10 OF THE
GARDEN GROVE MUNICIPAL CODE ESTABLISHING SPEED LIMITS FOR
CERTAIN DESIGNATED CITY STREETS BASED UPON AN UPDATED TRAFFIC AND ENGINEERING SPEED SURVEY. (Action Item)
OBJECTIVE
To approve the Citywide Engineering and Traffic Survey 2024 Update to revise speed limits along 12 street segments.
BACKGROUND
Assembly Bill 43 (AB 43) took effect on January 1, 2022 and made a number of additions and modifications to the C alifornia Vehicle Code (CVC) that authorizes local jurisdictions to set safer speed limits on certain streets. In accordance with AB 43, several sections of the CVC were amended related to traffic safety and speed limits.
Previously, speed limits were primarily established based on the 85 th percentile spee d rounded to the nearest 5 mile per hour (mph) increment. The speed can then be reduced 5 mph based on certain conditions. Beginning June 30, 2024, AB 43 changed the CVC to authorize local authorities to further reduce the speed limit beyond the 5-mph reduction.
Staff reviewed the Engineering and Traffic Survey approved by City Council on December 14, 2021 and identified 13 street segments that were appropriate candidates to be re-surveyed.
These street segments were either segments that changed speeds from the 2021 survey or have had a vehicle lane reduction.
The City contracted with AGA Engineers to perform an Engineering and Traffic Survey to update the speed limits along the selected street segments.
Item 483/2024
DISCUSSION
The selected segments were analyse d individually using speed surveys, traffic volumes, accident data, posted speed limits, and roadway conditions. The Engineering and Traffic Survey was conducted in compliance with State requirements. In accordance with AB 43, the speed limit is determined by using the 85 th percentile speed rounded to the nearest 5 mph increment. If there are sufficient conditions not readily apparent to the driver, the posted speed limit can be reduced by 5 mph. If additional conditions are present, such as pedestrian and/or bicycle facilities, the speed limit can be reduced an additional 5 mph.
All school zones with 25 mph posted speed limits when children are present will remain enforceable.
The attached ordinance lists the roadway segments surveyed with their updated speed limits.
Most segments show a 5 mph decrease from their current speed limit. A summary of the results are:
1. Dale Street between Orangewood Avenue and Katella Street - 40 mph to 35 mph
2. Gilbert Street between Orangewood Avenue to Katella Street – 40 mph to 35 mph
3. Gilbert Street between Chapman Avenue to Orangewood Avenue – 35 mph (no change)

5. Magnolia Street between Trask Avenue to Garden Grove Boulevard – 40 mph to 35 mph
