Subject: Award a contract to Iteris, Inc. for the installation and integration of equipment for the Bolsa Chica Street-Valley View Street Traffic Signal Synchonization Project. (Cost: $545,121) (Action Item)
OBJECTIVE
To request City Council authorization to award a contract to Iteris, Inc. to install and integrate equipment for the Bolsa Chica Street-Valley View Street Traffic Signal Synchronization Project (TSSP).
BACKGROUND
The Cities of Garden Grove, Huntington Be ach and Westminster were awarded a Comprehensive Transportation Funding Program (CTFP) grant from the Orange County Transportation Authority (OCTA) to implement the Bolsa Chica Street -Valley View Street TSSP. The construction task of the project for Garden Grove involves the procurement and installation of various field equipment at five (5) signalized intersections along Valley View Street from Cerulean Avenue to Chapman Avenue. The field equipment includes traffic signal cabinets, service cabinet s, cont rollers, video detection systems, CCTV cameras, APS pedestrian push buttons, Ethernet switches, pull boxes, conduits and conductors. The project also includes the installation and integration of communication equipment to the Garden Grove Traffic Managemen t Center (TMC). The task of installation and integration of communication equipment requires the expertise of a transportation engineering consultant firm. In October of 2024, staff issued a request for proposal (RFP) to seek a qualified consultant firm to implement the construction task of the project.
DISCUSSION
Staff released the RFP to four (4) transportation engineering consultant firms for the construction of the Bolsa Chica Street -Valley View Street TSSP. All four (4) firms have experience with past TSSP from various agencies throughout Orange County. At the conclusion of the RFP deadline, the City received one (1) formal proposal from Iteris, Inc. A panel consisting of three (3) staff members rated the proposal on the basis of qualifications, work plan and references. All members rated the proposal with high scores and determined that Iteris, Inc. met all criteria required in the RFP. Staff conducted interviews with references Item 484/2024
provided by Iteris, Inc. and all references responded with outstanding comments and positive work reviews. In addition, staff has had positive experiences with past projects completed by Iteris, Inc. in Garden Grove, which includes the Brookhurst Street TSSP in 2019 and Harbor Boulevard TSSP in 2016.
The total proposed not -to-exceed amount for the sys tem construction is $545,121. The amount is 0.9% under the Engineer’s estimate of $550,000 and is within the current project budget.
The anticipated contract schedule is as follows:
Award Project - November 26, 2024 Begin Project (estimated) - January 13, 2025
Complete Project (estimated) - May 13, 2025
FINANCIAL IMPACT
The total project cost will be funded by $436,096.80 of OCTA CTFP grant and $109,024.20 in local match. The loc al match will include $83,160 in ‘in-kind’ contribution, and $25,864.20 as cash contribution from the Traffic Mitigation Fees. The in-kind contribution is equipment previously purchased by the City which will be installed by Iteris, Inc. as part of the project.
There is no impact to the General Fund.
RECOMMENDATION
It is recommended that City Council:
Award a contract to Iteris, Inc., in the amount of $545,121, for the system construction of the Bolsa Chica Street-Valley View Street Traffic Signal Synchronization Project; and
Authorize the City Manager, or designee, to execute the agreement and make minor modifications as appropriate thereto, on behalf of the City.
