Subject: Acceptance of Project No. CP 1356000 - Arterial Streets Rehabilitation Project 2023, as complete. (Action Item)
OBJECTIVE
For City Council to accept the above project as complete and authorize the City Manager to execute the Notice of Completion of Public Improvement and Work.
BACKGROUND
On June 27 , 2023, the City entered into a contract with RJ Noble Company , a general contractor for construction of the Arterial Streets Rehabilitation Project 2023 (CP 1356000).
Specifically, the project addressed each street segment with different rehabilitation measures to properly manage the unique circumstances and involved some or most of the following elements: removing and reconstructing failed pavement areas, cold milling, asphalt rubber aggregate membrane (ARAM), asphalt paving, replacement of concrete curb and gutter, cross gutter, local depression, driveway, sidewalk, and curb ramps, adjustment of utility covers to finish grade, catch basin inlet screens, closed circuit television cameras, push button pole relocation, conduit and pullbox installation, restoration of traffic striping, signing, pavement marking and markers, reestablishment of centerline ties and monuments.
Street segments included in the Arterial Streets Rehabilitation Project 2023 were:
Garden Grove Boulevard, from Brookhurst Street to Gilbert Street; Trask Avenue, from Euclid Street to Benton Street; Haster Street, from Lampson Avenue to Chapman Avenue; Springdale Street, from Lampson Avenue to Chapman Avenue ; West Street, from Lampson Avenue t o Chapman Avenue; Lampson Avenue, from Euclid Street to West Street ; Buaro Street, from Harbor Boulevard to Lampson Avenue.
DISCUSSION
The contractor R.J. Noble Company, has completed the improvements in accordance with the plan, specifications, and other contract documents.

FINANCIAL IMPACT
There is no financial impact to accept Project No. CP 1356000 - Arterial Streets Rehabilitation.
These improvements were included in the Fiscal Year 2023 -24 Capital Improvement Plan budget as part of the City’s Pavement Management Acceleration Program and is funded by Gas Tax and General Fund.
RECOMMENDATION
It is recommended that the City Council:
Accept Project No. CP1356000 – Arterial Streets Rehabilitation Project 2023 , as complete;
Authorize the City Manager, or designee, to execute the Notice of Completion of Public Improvement and Work; and
Authorize the Finance Director to release the retention payment when appropriate to do so.
