Subject: Adoption of a Resolution to appoint the City Treasurer and Deputy City Treasurer. (Action Item)
OBJECTIVE
To obtain City Council approval of a resolution appointing the City Treasurer and Deputy City Treasurer.
BACKGROUND
In September 11, 2018, the City Council adopted Resolution No. 9525 -18 appointing Laura J. Stover, Human Resources Director, and Scott C. Stiles, City Manager, as the City Treasurer and Interim Deputy City Treasurer.
DISCUSSION
Ms. Stover is retiring at the end of the month and Mr. Stiles is no longer employed by the City. It is therefore necessary to make new appointments to the positions of City Treasurer and Deputy City Treasurer. It is recommended that Matt West, Assistant City Manager be appointed City Treasurer and that Ursula Luna-Reynosa, Assistant City Manager/Economic Development and Housing Director, be appointed Deputy City Treasurer.
Many of the duties of the City Treasurer are performed under the jurisdiction of the City’s Finance Department, with the City Treasurer primarily responsible for the co-signing of checks and warrants, as well as the reconciliation of the bank statements. It is prudent that the City continue to maintain a separate treasurer function that provides a financial che cks and balance system.

It is recommended that the City Council:
Adopt the attached Resolution appointing the City Treasurer and Deputy City Treasurer.
