Subject: Award a contract to Rite-Way Roofing Coorporation for the roof replacement of the Activity Center building located at Eastgate Park. (Cost: $69,535) (Action Item)
OBJECTIVE
For City Council to award a contract to Rite-Way Roofing Corporation to replace the Activity Center building’s roof located at Eastgate Park.
BACKGROUND
The Public Works Department ’s Facilities Division is responsible for maintenance of City buildings. In 2019, the City contracted with a consultant to perform a comprehensive Facilities Condition Assessment (FCA) of City-owned buildings. This assessment forecasts the useful lifecycle, as well as costs of our building’s repair and maintenance needs. Additionally, the assessment captured current building deficiencies and ca tegorized them by Safety, Performance Integrity, Accessibility, Environmental, Retrofit Adaptation and Lifecycle Renewal.
These categories are the primary reason or rationale for replacement, repair, or corrective action.
DISCUSSION
Based on performance integrity information provided in the FCA, the City developed and adopted its FY 2024-25 Capital Improvement Plan (CIP). The CIP includes replacement of the Activity Center roof located at Eastgate Park.
Specifications were generated and included in bid (IFB S-1341). Below are the three (3) lowest responsible and responsive bids received:
Rite-Way Roofing Corporation $69,535
Rainy Day Roofing $70,325
FC and Sons Roofing, Inc. $71,297

Given the roof's condition, it is likely that additional damage may be uncovered once the roof structure is exposed. Public Works is requesting authorization for a contingency amount equal to 20% of the bid total to address any unforeseen work that may be required.
FINANCIAL IMPACT
The contract will be issued to Rite-Way to replace the Activity Center roof at Eastgate Park at the bid amount of $69,535. An additional 20% contingency will be included to address any unforeseen damages, bringing the total cost not to exceed $83,442. The cost will be funded from the Building Rehabilitation internal service fund. This project is included in the adopted FY2024-25 CIP, and no additional appropriations are needed.
RECOMMENDATION
It is recommended that City Council:
Award a contract to Rite-Way Roofing Corporation, in the amount of $69,535, for the roof replacement of the Activity Center building located at Eastgate Park; Approve an additional 20% contingency to the contract to address any unforeseen issues due to the roof condition.
Authorize the City Manager, or designee, to execute the agreement and make minor modification as appropriate thereto.
