Subject: Approval of a contract with Willdan Engineering Inc., for On-Call Animal Control Officer Services. (Cost: Not-to-Exceed $245,000 per year)(Action Item)
OBJECTIVE
For City Council to approve a multi-year contract with Willdan Engineering Inc. (Willdan) for on-call Animal Control Officer services for a not -to-exceed amount of $245,000 per fiscal year.
BACKGROUND
The Animal Control Services Section (ACS) is responsible for 24/7 field operations, which include regular daytime shifts and on -call after-hours night shifts. Animal Control Officers (ACOs) work 10-hour daytime shifts (7:00 a.m.–5:30 p.m.) and remain on standby for 13.5- hour nighttime shifts (5:30 p.m.–7:00 a.m.).
To ensure consistent, high -quality services around the clock , particularly during nighttime shifts, it is necessary to utilize Willdan for supplementary, on -call Animal Control Officer services. Additionally, retaining Willdan for on -call support enables the City to maintain operations when ACOs are unexpectedly on leave, espe cially for extended periods such as medical leave.
DISCUSSION
In February 2020, the City designated Willdan as a sole -source provider for ACO services after staff researched multiple firms in Southern California. Nonetheless, in December 2024, the City proceeded to issue a formal Request for Proposals (RFP S-1352); which efforts included staff contacting firms to once again confirm if they provided these services. Willdan was the only company to submit a formal proposal.
Item 22/2025
To determine the annual contract amount, staff considered two key factors:
1. The cost required to replace a full -time Animal Control Officer (ACO) in the event of unexpected staffing shortages due to unforeseen circumstances, such as turnover or prolonged medical leave. This cost is estimated at approximately $175,000 , and the service is utilized only on an as-needed basis.
2. The cost necessary to meet the scheduling demands of 24/7 field operations, particularly for weekend and on-call night shifts. This portion of the service is estimated at approximately $70,000.
The total combined contract amount is $245,000.
FINANCIAL IMPACT
No additional appropriation is needed to approve the $245,000 contract with Willdan Engineering for on-call Animal Control Officer services. The $175,000 allocated for as-needed on-call services is expected to be covered by potential departmental budget savings resulting from staffing shortages. The remaining $70,000 required to maintain the 24/7 field operation schedule will be funded through the existing ACS operating budget.
RECOMMENDATION
It is recommended that the City Council:
Approve the contract with Willdan Engineering for On-Call Animal Control Officer services, in the amount not-to-exceed $245,000 per year; Authorize the City Manager , or designee, execute the contract with Willdan Engineering, Inc. , for On -Call Animal Control Officer services and make minor modifications as appropriate thereto, on behalf of the City. Authorize the City Manager, or designee, to execute option year amendmen ts, and make minor modifications as appropriate thereto, on behalf of the City.
