Subject: Acceptance of the Caltrans Fencing Improvement Project (CFIP), Project No. 1222000046/EA#OT410 - Phase II, as complete. (Action Item)
OBJECTIVE
For the City Council to accept City Project No. 1222000046/EA#OT410 - Phase II as complete and authorize the City Manager to execute the Notice of Completion of Public Improvement and Work.
BACKGROUND
The Caltrans Fencing Improvement Project (Project) is a joint initiative between the City of Garden Grove (City) and the California Department of Transportation (Caltrans) to enhance the appearance and security of Caltrans right-of-way areas. This initiative aligns with the City’s 2021 Comprehensive Strategic Plan to Address Homelessness (CSPAH).
In 2023, a Cooperative Agreement with Caltrans was approved to install fencing, rocks, gravel, vines, and slope paving along the underpasses of the 22 Freeway. This Cooperative Agreement provided for Caltrans funding of $1,000,000 in towards Phase I project implementation. In 2024, approval of an Amendment to the Cooperative Agreement supported an additional $500,000 in Caltrans funding to implement Phase II of the Project.
DISCUSSION
The Phase II project was completed on schedule and within budget, marking a significant step in addressing encampments on Caltrans right-of-way areas. A breakdown of the completed work at the selected locations under Phase II includes:
Demolition of existing chain link fence and gates;
Installation of new footings and line posts;
Installation of new 4D panels, 4ft gates, and 16ft gates; Installation of rip rock and vines

FINANCIAL IMPACT
There is no financial impact to accept the project as complete. 100% of the project cost is funded by Caltrans. The retention payment will be released per schedule after recordation of the Notice of Completion.
RECOMMENDATION
It is recommended that the City Council:
Accept City Project No. 1222000046/EA#OT410, Caltrans Fencing Improvement Project – Phase II, as complete;
Authorize the City Manager to Execute the Notice of Completion of public Works Improvements and Work for CFIP - Phase II; and
Authorize the Finance Director to release the retention payment when appropriate to do so.
