Subject: Approval of an Amendment to the agreement with Silverstone Property Management Company, to provide property management services for the Central Cities Navigation Center. (Cost: $50,000) (Action Item)

OBJECTIVE

For the City Council to approve Amendment No. 1 for Silverstone Property Management Company for the provision of comprehensive property, facilities management services for the city-owned Central Cities Navigation Center located at 13871 West Street, Garden Grove, CA 92843.

BACKGROUND

The Central Cities Navigation Center (CCNC) was acquired by the City of Garden Grove in November 2022 to establish a low-barrier transitional emergency shelter offering comprehensive wrap-around services to homeless individuals in Orange County's Central Service Planning Area. To ensure proper oversight of the property, including day-to-day management, maintenance and repair services on an as- needed basis, a commercial property management firm was necessary to address the City’s operational and ownership objectives.

The City issued a formal Request for Proposals (RFP-GPM-NO.2401) via PlanetBids to solicit comprehensive property management services for property management services. The scope included, but was not limited to, operational oversight, financial reporting, procurement, maintenance, and on-going repair services. Three firms submitted proposals, which were evaluated by a selection panel consisting of representatives from the Economic Development and Finance Departments. The evaluation criteria included:
 Relevant experience and qualifications;
 Ability to perform the required scope of services;
 Financial reporting capability;
 Maintenance and repair management expertise; and
 References and oral interviews.

Silverstone Property Management Company (SSPM) demonstrated the necessary qualifications to meet the City’s criteria for the CCNC. Reference checks confirmed their expertise in managing similar properties.

DISCUSSION

In July 2024, SSPM was selected for a 6-month pilot agreement, valued at $50,000, based on their extensive property management expertise. With the pilot agreement nearing its conclusion, an amendment to the agreement is recommended to extend the Silverstone Property Management Company’s contract for an additional 6 months under the same terms, conditions, and compensation.

FINANCIAL IMPACT
Funding for property management services has been included in for the Central Cities Navigation Center operating budget, and no additional appropriation is necessary. There is no fiscal impact on the General Fund.

RECOMMENDATION

It is recommended that the City Council:

 Approve Amendment No. 1 to the agreement with Silverstone Property Management Company in the not-to-exceed amount of $50,000;
 Authorize the City Manager, or designee(s), to execute the amendment, and make minor modifications, on behalf of the City, as appropriate there to.
