INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: William E. Murray
Dept:

City Manager Dept: Public Works
Date: 2/11/2025

Subject: Approval of Amendment No. 6 to the Orange County Humane Society contract for Sheltering Services for Animal Care Services. (Action Item)

OBJECTIVE

For City Council to approve Amendment No. 6 to the Orange County Humane Society (OCHS) contract.

BACKGROUND

The Animal Care Services Section (ACS) has contracted with OCHS for sheltering services since January 2017 for the City’s Animal Care Services program. OCHS currently houses and cares for all animals impounded by the City of Garden Grove.

DISCUSSION

The original contract’s scope of services has not been revised since it was first drafted in 2016. This new amendment will reflect changes in some, but not all sections of the scope of services, and accordingly, it will include updated language. The revisions are being included in consistency with industry standards and best operating practices within the animal control and animal sheltering fields.

All basic requirements in the scope of services previously provided will continue to be provided, or be enhanced to improve field operations, overall efficiency, as well as customer service to the citizens of Garden Grove. Some major changes include the following: (1) allowing verified Garden Grove residents to drop animals off at the shelter, (2) specifying when certain types of animal impounds would trigger any additional charges to ACS, (3) language referencing a new and separate AAA Animal Hospital contract , which provides veterinary care support services , and (4) contract price adjustment, from an annual fixed cost of $290,000 to $310,000. Further, the $310,000 contract price point per Amendment No. 6 allows for the shelter to take in 3,000 animals from the City per year; however, the contract also allows this price to be increased to $315,000 per year in the event more animals are taken in through the shelter. The City has not exceeded the 3,000 animal allocation since the inception of the program.

Veterinary care support services will no longer be provided through OCHS. Instead, a separate contract will be established with AAA Animal Hospital. The service is estimated to cost $120,000 per year and will require additional funding if the contract is approved.

FINANCIAL IMPACT

The cost of Amendment No. 6 to the Orange County Human e Society (OCHS) contract is $310,000. The amount will be covered by the existing Public Works Department’s operating budget.

RECOMMENDATION

It is recommended that the City Council:
 Approve Amendment No. 6 to the agreement with Orange County Humane S ociety contract;
 Authorize the City Manager, or designee, to execute Amendment No. 6, and to make minor modifications on behalf of the City as appropriate thereto; and  Authorize the City Manager, or designee, to execute option year amendments, and to make minor modifications on behalf of the City as appropriate thereto.
