Subject: Award a contract to C.I. Services, Inc. for the Garden Grove City Hall Roof Replacement Project located at 11222 Acacia Parkway, Garden Grove. (Cost: $374,766)(Action Item)
OBJECTIVE
For the the City Council to award a contract to C. I. Services, Inc., for the Garden Grove City Hall Roof Replacement Project located at 11222 Acacia Parkway, Garden Grove.
BACKGROUND
The Public Works Department Facilities Division is responsible for maintenance of City buildings.
In 2019, the City contracted with a consultant to perform a comprehensive Facilities Condition Assessment (FCA) of City owned buildings. The FCA includes forecasts on the useful lifecycle and costs of building repairs and maintenance needs. Additionally, the assessment captured current building deficienc ies and categorized them by Safety, Performance/Integrity, Accessibility, Environmental, Retrofit/Adaptation and Lifecycle/Renewal. Priorities are determined within each of these categories.
DISCUSSION
Based on the Performance/Integrity information provided in the FCA, and the Fiscal Year 2024- 25 Capital Improvement Plan (CIP), staff recommends replacement of the roof at City Hall.
The roof has reached the end of its useful service life and qualifies for replacement.
Specifications were generated and submitted for bid (IFB S-1354). Results below show the four (4) lowest bids:

FINANCIAL IMPACT
The City Hall Roof Replacement project is included in the City’s adopted Fiscal Year 2024-25 Capital Improvement Plan. Total cost for replacing the roof at City Hall is $374,766, and is funded from the Building Rehabilitation internal service fund. No additional appropriations are required.
RECOMMENDATION
It is recommended that the City Council:
Award a contract to C.I. Services, Inc. in the amount of $374,766, for the Garden Grove City Hall Roof Replacement Project located at 11222 Acacia Parkway, Garden Grove; and
Authorize the City Manager, or designee, to execute the contract, and make minor modifications on behalf of the City as appropriate thereto.
