Subject: Award a contract to Letner Roofing Co., for roof replacements of two buildings at the Garden Grove Municipal Service Center located at 13802 Newhope Street, Garden Grove. (Cost:$66,400)(Action Item)
OBJECTIVE
For the City Council to award a contract to Letner Roofing Co., for roof replacements of two buildings at the Garden Grove Municipal Service Center located at 13802 Newhope Street.
BACKGROUND
The Public Works Department Facilities Division is responsible for the maintenance of City buildings. In 2019, the City contracted with a consultant to perform a comprehensive Facilities Condition Assessment (FCA) of City owned buildings. The FCA includes forecasts on the useful lifecycle and costs of building repairs and maintenance needs. Additionally, the assessment captured current building deficiencies and categorized them by Safety, Performance/Integrity, Accessibility, Environmental, Retrofit /Adaptation and Lifecycle /Renewal. Priorities are determined within each of these categories.
DISCUSSION
Based on the Performance/Integrity information provided in the FCA and the Fiscal Year 2024- 25 Capital Improvement Plan (CIP), staff recommends replacement of two (2) roofs located within the Garden Grove Municipal Service Center. The buildings impacted are the Sanitation Services building and the Water Engineering Services building. The roofs have reached the end of their useful service life and qualify for replacement.
Specifications were generated and submitted for bid (IFB S-1353). Results shown reflect the four (4) lowest bids.

FINANCIAL IMPACT
The roof replacements project is part of the City’s adopted Fiscal Year 2024 -25 Capital Improvement Plan. Total cost for replacing the roofs of the Sanitation and Water Engineering Services buildings at the Municipal Service Center is $66,400, and is funded from the Building Rehabilitation internal service fund. No additional appropriations are required.
RECOMMENDATION
It is recommended that the City Council:
Award a contract to Letner Roofing Co. in the amount of $66,400, for the replacement of two (2) roofs at the Garden Grove Municipal Services Center located at 13802 Newhope Street; and
Authorize the City Manager, or designee, to execute the contract, and to make minor modifications on behalf of the City as appropriate thereto; and
