2. APPROACH
Civiltec follows a simple four-part philosophy to
promote the timely and effective completion of all
projects; (1) we do our homework, (2) we listen,
(3) we commit the best technical and personnel
resources at our disposal, and (4) we
communicate. This philosophy minimizes the
need for amendments to contracts and/or change
orders. The process starts with development of
the project understanding and continues with
informative communication throughout the
project. Only with a complete understanding of
your goals, the project requirements, potential
utility conflicts and stakeholder/ other agency
requirements and concerns can we prepare what
we believe will be the most efficient, economical,
and practical work plan. We then design an
approach with the best available technical
expertise and resources to satisfy all the goals and
bring the project to a timely and successful
completion.
Unique and/or Critical Project Elements
Well 19 was determined to be salvageable during
the preliminary design phases of the project and
was established that it could be rehabilitated with
downhole cleaning and jetting efforts and
equipped with a new pump and motor within the
existing well casing. Considering the PFAS
treatment components, required only moderate
piping, electrical and utility water supply
improvements to upgrade and facilitate returning
Well 19 to service. These efforts were considered
and consistent with our original proposal of
services.
Considering the OCWD treatment plant project
addition which is an integral part of the project
execution. Civiltec will evaluate and provided
correspondence to improve upon the OCWD
construction implementation. Previously Civiltec
recommended the elimination of a proposed PFAS
booster station by upsizing Well 19 to overcome
the additional headloss exerted by the treatment
plant. This effort will include the following
elements to our scope of services to support
construction of the PFAS system:
- Prepare the control descriptions of the
Well 19 operation and direct the
Contractor accordingly.
- Perform support during construction to
ensure the plans and specifications
prepared by OCWD are followed by the
Contractor pursuant to City standards.
The electrical and mechanical systems
submittals prepared by the Contractor for
the PFAS component of the work will be
reviewed by OCWD. Civiltec will perform
third party review of these submittals to
ensure City standards are maintained.
Ultimately the OCWD engineer of record
will sign and stamp these submittals.
- Continue the collaboration of the project
construction with OCWD. Resulting in
approximately 6 months of routine
meetings, interactions and
correspondence during project execution.
During construction Civiltec will review
submittals for well construction elements shown
on the Civiltec plans. In addition considering
construction duration, RFIs, change order
considerations, meetings, inspections and other
elements will be needed.
- Construction support of a new well head
enclosure and providing support and
recommendations during construction for
inclusion in the project.
- Construction support of a soundproof well
enclosure.
- Construction support of a new wrought
iron fencing system to fully cover the
entire well and disinfection system area.
- Construction support of a new
disinfection system inclusive of a new
metering pump, storage tank and analyzer
system.

- Additional construction collaboration and
integration of the new SCADA and control
system (Design by West Yost) into the
overall construction implementation.
- Construction support of site
improvements.
Our team has previously provided
hydrogeological services to the City during the
drilling, construction, development, and testing of
its Well No. 31 (in 2010); including: assisting the
City in an advisory capacity with regard to iron-
related bacterial issues in Well No. 16 in 2011;
and with regard to executing rehabilitation
activities with the City during the rehabilitation of
City Well No. 21 in 2018 and 2019. Consequently,
our team has abundant information in our
database on the City’s existing wells.
Quality Assurance/Quality Control (QA/QC)
Civiltec’s project manager is responsible for the
oversight, management, and implementation of
the QA/QC process. All documents, including but
not limited to, reports, drawings, sketches,
specifications, technical provisions, calculations,
etc., are subject to internal QA/QC. Design inputs,
such as applicable municipal, county, state and
federal codes and standards, contract documents
and other applicable quality and technical
requirements are reviewed for applicability and
incorporated, as needed.
The QA/QC manager works with the project
manager to review documents for conformance
with applicable standards, accuracy, and
completeness. Reviews are documented with
initials and dates for the project manager to
review and resolve prior to each submittal.
Of note our team has implemented quality and
cost control on numerous projects including most
recently for the City’s redevelopment of Well
No. 21. During implementation bacteria related
issues were present in the well that were not
being resolved through traditional disinfection
methods. After review of the contractor’s
approach Civiltec and its resident observer, Bryan
Hellein, suggested an alternate method of
eliminating bacterial issues in the well by slowly
metering in system water into the well. By the
time testing was performed, after implementing
this solution, the bacteria testing results came out
favorable and placing the well back in service was
achieved. Ultimately this resulted in cost savings
to the City and exemplifies our ability to provide
field quality control and cost control measures.

3. SCOPE
Civiltec will ensure that this project is initiated
successfully and completed as scheduled. We
believe, executed at the management level by our
highly qualified team members, will lead to
successful completion to the benefit of the City,
key stakeholders, and your customers. Our
detailed work plan is described in the following
phases and tasks.
Phase 1 – Drilling Construction Management
and Inspection Services
Civiltec will provide construction phase services
to support the City’s well rehabilitation efforts
with respect to contractor oversight, monitoring,
adherence to the specifications and contract,
documenting activities, providing
recommendations for final completions based on
field conditions. Our construction observer (Jerry
Mesa, Ron Krause or Bryan Hellein depending on
availability) will provide part-time observations
during the implementation of the work. Our
efforts only consider the inspection of the Well 19
pump equipping, well cleaning, pump pedestal
installation and pump sound enclosure
installation. Elements of the project clearly
associated with the OCWD portion of the work
will be observed by others. This situation causes
difficulty in anticipating overlap or scheduling of
field observation efforts when two distinct project
components may be happening concurrently
under different CM responsibilities. The field
observation services of RCS will provide limited
observation services during rehabilitation by
providing a field groundwater geologist.
For this task we have assumed online meetings,
review of progress billings, and review of possible
change order requests by the contractor. RCS will
prepare a Summary of Well Rehabilitation
Operations Report to help document the work
performed on the well, and it will include an
assessment of new testing data, and
recommendations for a final pumping rate for
Well No. 19. This report will be replete with all
tables, figures, well construction documents, and
photographs for supporting documentation.
1. Preconstruction Meeting. Civiltec will
arrange and conduct a preconstruction
meeting, under supervision of the
construction manager. We will distribute an
agenda and minutes of meeting to the project
team. The project team will also video record
the site prior to construction and post
construction and provide the DVD to the City.
We will document the condition of the existing
roadways to ensure that any existing damage
is well documented. We will perform this
same review at the end of the construction
project and document any changes to streets
and areas adjacent.
2. Job Meetings. Civiltec will arrange and
conduct regular job site meetings with the
City, observer, contractor, and participating
outside consultants and agencies. We will
coordinate a central conference call number
so that all project participants can be involved
in the meetings. Our construction manager
will be available through this conference call
number. We will develop an agenda of issues
to be discussed and minutes of the meeting
outlining action items for the contractor and
each project team member. We believe these
weekly jobsite meetings keep the contractor
focused on the tasks at hand and upcoming
tasks.
3. Project Schedule. Civiltec will maintain the
master construction schedule, continually
develop methods to expedite work progress,
monitor the contractor’s progress with work
in relation to the schedule, and provide
solutions, as necessary. We will notify all
parties involved of critical path issues as they
arise. We will ensure the contractor issues
monthly schedule updates and ensure the
schedule reflects actual work performed. We
will tie the progress schedule to the
expenditures/invoicing by the contractor on a
monthly basis to ensure the contract and
budget controls are in compliance.

4. Submittals and Shop Drawings. Civiltec will
obtain, manage, review, and distribute shop
drawings, manufacturer’s submittals, and
safety instructions on each phase of the work.
We will continually track progress of
submittals and approvals to ensure
contractual compliance and issue monthly
reports on the status of submittals. It is
assumed that all contractor submittals will be
distributed to the appropriate parties
electronically.
5. Coordination. Civiltec will coordinate
multiple contractor’s interfacing on the
project in the same time frame; coordinate
construction activities with adjacent land
owners, agencies, utility companies, the
public and parties utilizing the site and
adjacent streets, coordinate contractor’s
requirements for supplemental water,
document contractor’s relations with any
outside parties; observe and record the
physical condition of any temporary site
security measures provided by the contractor,
provide and coordinate the need for field
geotechnical, geologic, and technical
personnel to conduct excavation
observations, concrete cylinder break tests
and compaction testing at the project site, and
coordinate laboratory services for soil
compaction, concrete break tests and rebar
sample tests, and report all results of testing.
6. Observation. Civiltec will provide on-going,
part-time observation of construction work
identified herein to ensure quality of
construction and adherence to specifications,
drawings, California Environmental Quality
Act (CEQA) documents, approved Stormwater
Pollution Prevention Plans (SWPPPs), and
submittals. We will monitor and ensure the
contractor’s compliance with all
requirements of the project, document daily
work progress with written logs, digital
photographs, and video logs as well as
monitor all major equipment deliveries in
accordance with approved shop drawings,
maintain and continually organize the
required folders and binders during
construction so all field documents are readily
available to the City, provide weekly summary
reports to the City and project team
documenting progress that will include daily
reports, test results, and an updated schedule,
observe the contractor for compliance with
site and job safety requirements, and inform
the City of any concerns or problems
concerning site or job safety observed.
Civiltec can provide off-site observation, as
necessary, to ensure quality control and
compliance with submittals, as requested by
the City. We developed observer hours based
on an approximate 40 working day contract
time that equates to 120 part-time working
hours.
7. RFIs and Changed Conditions. Civiltec will
manage and review RFIs and change orders
submitted by the contractor and submit RFIs
and requests for change orders with
documentation and responses to the City for
review and consideration, and implement
changes, as required and directed, to the
project team.
8. Pay Estimates. Civiltec will obtain, verify,
analyze, and process contractor’s request for
monthly progress pay estimates and the final
pay request. We will also obtain conditional
and unconditional lien releases from
contractors and receive and provide certified
payroll to the City as required for compliance
with the contract.
9. Record Drawings. Civiltec will maintain the
official construction record drawings
indicating any changes in the design,
materials, dimensions, and details. This work
will be done in concert with the contractor.
The redline drawings will be issued to the City
for production of the final record drawings.
Civiltec will prepare the as-built drawings in
AutoCAD for final approval by the City.
10. Final Observation. Civiltec will arrange and
conduct the start-up testing, pre-final
observation, and final observation of work
placed into service to be witnessed by the

project team; ensure all operational manuals
and warranties are reviewed and approved;
prepare a “punch list” of all items to be
completed by the contractor to obtain final
completion; and ensure items are completed.
11. Project Closeout. Civiltec will resolve all
outstanding payment issues and recommend
final payment to contractor. We will work
with the City to prepare and record the Notice
of Completion; prepare and provide a
completion report to the City consisting of a
discussion of construction activities, final
schedule, contractor evaluation, photographs,
reports, test results, change orders, and
miscellaneous documentation; and meet with
the City to close out the project.

in the 2015 Water Master Plan due to declining
water levels in the groundwater basin and loss of
transmissivity and production rates. The project
goal was centered on rehabilitation of two wells
(approximately 300 feet apart) that could not be
out of service at the same time. The projects were
completed ahead of maximum summer demands
with significant increased pumping efficiency.
Well production was increased from
approximately 1,200 to 2,500 gpm. Civiltec
designed and placed the project out for bid to
seven contractors and provided construction
management and observation services.
Services included evaluation of the last 10
years of pump tests, evaluation of basin water
levels and well transmissivity rates,
evaluation of water quality trends, evaluation
of pump test results, development of a
rehabilitation process including video
inspections, chemical treatment
recommendations, pump testing post
treatment, selection of new pumping
equipment, transition to a water lubricated
pump and start-up and testing. Civiltec also

equip the well with a new vertical turbine pump,
400 horsepower motor, concrete pedestal, and
rehabilitation of the existing block wall building.
Well No. 2 Replacement,
California Domestic Water Company
Reference: Lynda Noriega | Vice President/General Manager | [email protected] | 562.947.3811 Professional Service Dates: May 2017 – September 2019 Construction Cost: $1,500,000 Key Team Members: Shem Hawes | David Byrum | Bryan Hellein Civiltec conducted a
well replacement for
California Domestic
Water Company
existing Well No. 2
with new well
capable of supplying 3,200 gpm of groundwater
production. Firstly, the demolition of the entire
existing well and faculties while salvaging the
existing well starter, portable generator
connectors and flow meter was conducted. For
the project Civiltec designed, new well casing and
drillings, new pumping equipment which include
discharge piping to tie in the existing No. 2 Well
discharge pipeline, new concrete pedestal
foundation for the new wellhead, shade structure
and minor site grading to ensure compliance with
the DDW and State Resource Water Quality
Control Board (SRWQCB) requirements. Civiltec
reutilized the existing electrical system for the
new well and used the existing well starter and
portable generator connections in the new motor
control center.
Well No. 11 Evaluation and Rehabilitation,
San Gabriel County Water District
Reference: Jim Prior, General Manager | [email protected] | 626.287.0341 Professional Service Dates: June 2015 – March 2016 Key Team Members: Shem Hawes | David Byrum Civiltec provided
an analysis to
evaluate Well No.
11 production
pumping history, pump performance and assist
SGCWD in developing options to reduce nitrate
concentrations in Well No. 11. SGCWD provided 3
years of historical well data and 3 days of recent
test pumping and water quality data to assist with
the analysis. The approximate pump Total
Dynamic Head (TDH) is based on the reported
110 parts per square inch (psi) to 120psi
discharge pressure. The well pump discharge and
system pressure are dependent on the system
demand and on the reservoir water level.
The 3 years of data verified some decrease in the
well performance and pump performance, as
expected. The static water level dropped 12-18
feet, the pumping level dropped 20-30 feet and
the pumping rate decreased 70-80 gpm. The most
recent higher levels of nitrate seem to also
coincide with lower pumping levels. The average
static level only dropped 14 feet in the previous 3
years. The pumping level is down an average of
40 feet, while pump production has decreased
from 900 to 866 gpm.
Civiltec also designed Well Nos. 16, 15, 14 and 12.
SGCWD skipped numbering Well No. 13.

Conceptual Hydrogeologic Model, Design
and Construction of Five Municipal Water-
Supply Wells and the Destruction and
Rehabilitation of Three Wells, City of
Santa Monica Water Resources Division
Reference: Chris Aguillon | [email protected] | 310,458,8235 Service Dates: 2013 – 2022 Construction Cost: $7,716,000 RCS Key Team Members: Earl LaPensee | Joe Amar | Geza Demeter RCS is assisting Santa Monica in developing
groundwater supplies. Initially, RCS was tasked
with developing a conceptual groundwater model
for the Santa Monica Basin and later developing a
Perennial Yield Study for the groundwater
resources. This progressed into the siting,

water-supply wells for Santa Monica ranging in
depths from 600 to 900 feet, destruction of two
existing wells and rehabilitation of one other well.
Well # 2 and Well # 17, Irvine Ranch
Water District
Reference: Carl Spangenberg | Senior Engineer |
[email protected] | 949.4583.5567 Service Dates: March 2018 – November 2019 Construction Cost: $1,012,464.00 Key Team Members: Chris Brown | Muris Mitchell | Jeremy Sander Best removed both pumps and performed video
surveys, CITM and Deviation Survey of each of the
wells to inspect conditions of the well casing prior
to rehabilitation. Following the pre-rehabilitation
video survey, BEST performed chemical
rehabilitation of the wells. After chemical
treatment, swabbing/ airlifting and neutralizing
each well, BEST owned and operated test pump
assemblies installed at each well. The wells were
test pumped to determine new pumping design
points. The test pumps were then removed
followed by a post-rehabilitation video survey to
check the effectiveness of rehabilitation. Review
of the pump test data determined new pump
assembly designs. New pump assemblies were
furnished and installed in each well and the wells
were returned to service. In addition to this work,
BEST installed a stainless-steel liner in Well 2.
