INTER-DEPARTMENT MEMORANDUM

To:

Dept:

City Manager Dept: Public Works
Date: 2/25/2025

Subject: Award a contract to Civiltec Engineering, Inc. , for professional engineering services for Construction Management and Inspection Services for the Well No. 19 Rehabilitation Project. (Cost: $119,245)(Action Item)

OBJECTIVE

For the City Council to award a sole source contract to Civiltec Engineering, Inc., (Civiltec) for professional engineering services for construction management and inspection of the Well No. 19 Rehabilitation Project.

BACKGROUND
Well No. 19 is one of three wells identified in the City’s 2020 Water Master Plan for reconditioning, modernization and automation. In addition, Well No.19 has also been impacted by the high level of per -and polyfluoroalkyl substances (PFAS) concentration that is in the groundwater supply.

The City has contracted with Civiltec to design the Well No. 19 Rehabilitation project. This project includes the design for cleaning of the well, replacement of the well pump and motor, and site improvements. As the design phase is near completion, the Orange County Water District (OCWD) proposed integrating the construction of the Well No. 19 Rehabilitation Project with the construction of the PFAS Treatment Project. This approach will minimize schedule conflicts and logistical challenges by reducing the number of c ontractors working on-site simultaneously.

DISCUSSION

OCWD approved the construction contract for the combined project in November 2024. To ensure successful execution of the construction phase, the City requires construction management and inspection services for the Well rehabilitation work.

Given Civiltec’s role as the project’s original design engineering firm and in-depth knowledge of the project, Public Works staff has determined that it would be in the best interest of the City to dispense of the bidding process, pursuant to Garden Grove Municipal Code Section

2.50.060(G), and award the contract to Civiltec Engineering, Inc.

 Ensures project continuity and efficiency;
 Eliminates the need for additional time and resources required for a new consultant to review the design documents; and
 Reduces the risk of miscommunication, inconsistencies, and project delays.

FINANCIAL IMPACT

There is no impact to the General Fund. This cost will be financed with Water Funds, in the amount of $119,245.

RECOMMENDATION

It is recommended that the City Council:

 Award a contract to Civiltec Engineering, Inc. for professional engineering services for construction management and inspection services for the Well No. 19 Rehabilitation Project, pursuant to the Garden Grove Municipal Code 2.50.060 (G), in the amount of $119,245; and
 Authorize the City Manager , or designee, to execute the agreement on behalf of the City, and make minor modifications as appropriate thereto.
