INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: Chief El-Farra
Dept:

City Manager Dept: Police
Date: 3/11/2025

Subject: Approval of an agreement with the County Of Orange for the 2024 Edward Byrne Memorial Justice Assistance Grant (JAG) Program.
(Grant Amount:$31,152)(Action Item)

OBJECTIVE

To obtain City Council approval for the acceptance of the 2024 Justice Assistance Grant (JAG) funds in the amount of $31,152.00 to purchase equipment and software to assist with investigations for the Police Department.

BACKGROUND

In FY 2005 -06, Congress combined the Local Law Enforcement Block Grant Program (primarily funding cities) with the Edward Byrne Memorial Grant (primarily funding states and counties), to provide funds for the Justice Assistance Grant (JAG). All eligible Orange County cities under this program now file a joint application with the County to receive their share of these funds.

DISCUSSION

Garden Grove has seen the negative effects of crimes on our victims, their families, and the community as a whole. By providing the Investigations Unit with better tools to work in the field rather than at the station, detectives can be more efficient in locating suspects, interviewing witnesses and victims, and solving crimes.

Much of the equipment requested allows our detectives to complete tasks immediately while away from the station. Items like laptop computers, a portable printer, and a mobile video collection kit serve these goals. This approach also allows the Police Department to address under-reporting by victims or witness es who fear retaliation for cooperating with law enforcement. Detectives will be able to better serve these subjects at the time of initial investigation and away from the police station.
