Subject: Adoption of a Resolution approving the Memorandum of Understanding between the City and the Garden Grove Police Management Association. (Action Item)
OBJECTIVE
For the City Council to adopt the Resolution approving a new two (2) year Memorandum of Understanding (hereinafter “MOU”) with the Garden Grove Police Management Association (hereinafter “Union”).
BACKGROUND
The City, as directed by the City Council, met and conferred with the Union and agreed to a MOU that will expire June 30, 2027. The current MOU expires on June 30, 2025.
DISCUSSION
The City and Union agreed to a new MOU with the term from July 1, 2025 to June 30, 2027. The City and the Union also agreed to the following:
A three percent (3.0%) base salary increase effective July 2025. Eliminate Step A of the salary schedule in July 2025. Add one percent (1.0%) to step “I” in July 2026.
Create a new Step “J” with the rate to be four percent (4.0%) higher than Step “I” in July 2026.
Eliminate Steps B and C of the salary schedule in July 2026. Add a “Me Too” clause for Health Cafeteria contributions to be consistent with other City bargaining groups.

FINANCIAL IMPACT
The cost of the 3% COLA increase in Fiscal Year 2025-26 and elimination of Step “A” for Union members is approximately $133,000 per year. The cost of adding 1% to Step “I”, creating a Step “J” that is 4% above the new Step “I”, and eliminati ng of Steps “B’ and “C” in Fiscal Year 2026-27 is approximately $270,000. The cost impact for salary and step changes will total approximately $536,000 over the term of the MOU (attachment).
These increases will be incorporated into the City’s Fiscal Years 2025 through 2027 biennial budget.
RECOMMENDATION
It is recommended that the City Council
Adopt the attached Resolution to approve the Memorandum of Understanding between the Garden Grove Police Management Association and the City.
