INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: Matthew West
Dept:

City Manager Dept: City Manager
Date: 4/8/2025

Subject: Adoption of a Resolution to approve a 180-Day wait period exemption to hire a retired annuitant for the Office of Community Relations. (Action Item)

OBJECTIVE

To obtain City Council approval for a resolution exempting the 180-day wait period to hire a retired annuitant.

BACKGROUND

Garden Grove Cable (“ GGTV3”) has been b ringing viewers the story of the Garden Grove community since 1993. GGTV3, a component of the City’s Manager’s Office of Community Relations, informs, educates and entertains residents while spreading Garden Grove’s positive message worldwide. Time Warner Cable’s Garden Grove team originally managed the City’s Government Access Channel 3 before transitioning the team to City employees in 2002.

CalPERS requires a 180-day waiting period to hire a retired annuitant, except when necessary to fill a critically needed position. Since this implementation project requires specialized expertise, CalPERS allows an exemption to the 180 -day waiting period and requires a resolution by the governing body.

DISCUSSION

Jeffrey Davis retired on February 28, 2025, after serving on countless unique GGTV3 projects and events for more than 25 years. The City Manager’s Office and Office of Community Relations desires to retain Mr. Davis’ services on a post-retirement basis as extra help for his historical and specialized knowledge of Garden Grove legacy events, including the upcoming Strawberry Festival parade and State of the City. Both events are currently in th e planning and development stages, and Mr. Davis’ knowledge and experience related to these events is invaluable. The City would benefit from Mr. Davis’ help to train new staff responsible for documenting these events and provide extra help as staff worklo ad increases as the City’s legacy events approach.

FINANCIAL IMPACT

Funding for this part-time position is included in the Office of Community Relations’ existing operating budget. There will be no additional appropriation need.
