Subject: Award a contract to Quality Fence Co. for the Caltrans Fencing Improvement Project, Phase III. (Cost: $139,682.70)(Action Item)
OBJECTIVE
For the City Council to award a construction agreement to Quality Fence Co. to implement Phase III of the Caltrans Fencing Improvement Project (CFIP) in the amount of $139,682.70.
BACKGROUND
In March 2023, the City Council approved a Cooperative Agreement with Caltrans, providing funding and approval for the City to install fencing, gates, rock slopes and gravel on unpaved slopes and narrow areas within the City and along certain underpasses of the 22 Freeway (SR-22) from Springdale Street to Garden Grove Boulevard (the “Project”). Quality Fence Co. was awarded a construction contract in the amount of $1,500,000 to execute Phase I and II of the described scope. To date, Phase I and II are complete.
DISCUSSION
While robust efforts to mitigate the increase of encampments within the City have been on- going, the concern persists as reflected in continuous complaints from residents. The Garden Grove Police Department’s Special Resource Team (SRT) supports the effectiveness of deterrent fencing in preventing the rise of encampments within the City. Upon the completion of Phase I and II, community interest in exploring the expansion of the Project is apparent. Given the remaining balance of $150,000.00 from the Cooperative Agreement, Caltrans has agreed to fund Phase III as part of the scope of work for the Project.
Phase III scope includes the demolition of existing chain link fence and the installation of Securifor 4D fencing and gates beneath the underpass on both the East and West side of Newland Street. Quality Fence Co. submitted a cost proposal in the amount of $139,682.70 to implement Phase III of the Project, retaining their overhead cost and mark up at 5 percent.
Item 127/2025
FINANCIAL IMPACT

RECOMMENDATION
It is recommended that the City Council:
Award the construction contract to Quality Fence Co. in the amount of $139,682.70 to execute Phase III of the Caltrans Fencing Improvement Project (CFIP);
