Subject: Authorization for the issuance of a purchase order to Clairmont Equipment for a MBH6 Trailer Mounted Compost and Mulch Spreader. (Cost: $166,144.40) (Joint Action Item with the Sanitary District)
OBJECTIVE
To obtain authorization from the City Council and Sanitary District Board for the purchase of one (1) FINN MBH6 Trailer Mounted Mulch and Compost Blower from Clairmont Equipment via the Sourcewell cooperative bidding contract #070821-FINN.
BACKGROUND
Under Senate Bill (SB) 1383 (2016, Lara), the City is required to obtain and use Recovered Organic Waste Products, such as mulch and compost, at a rate of 0.8 tons per resident based on the City’s population.
To assist in meeting this mandate, staff applied for a grant from CalRecycle and was awarded $451,318 in 2024. The grant funds are being used to fund the City’s procurement program and can also be used to purchase equipment related to the spreading of mulch and compost.
Additionally, Assembly Bill (AB) 2346 (2024, Le) allows jurisdictions to purchase equipment related to the use of SB 1383 mulch and compost and receive a one-time credit of up to 10% of their procurement target based on the cost of the equipment.
DISCUSSION
Park Maintenance staff has been evaluating different methods to efficiently apply mulch and compost in city parks, medians, and other public spaces. This assessment concluded that the FINN MBH6 Trailer Mounted Mulch and Compost Blower is the most effective solution for optimizing resources while minimizing staff labor requirements.
The FINN MBH6 is available for purchase under Sourcewell contract #070821-FINN. Clairmont Equipment is the exclusive distributor for this equipment in Southern California.
Item 154/2025

The remaining balance of $46,876.40 will be covered by the Sanit ary District’s Solid Waste Fund and is already included in the fund’s adopted FY 2024-25 budget.
