INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: Chief El-Farra
Dept:

City Manager Dept: Police
Date: 4/22/2025

Subject: Approval of an Amendment for a two-year extension to the Agreement with Allied Universal Security Services for Jail Operation Services. (Cost:$1,854,738.82) (Action Item)

OBJECTIVE
To seek City Council approval to extend the City’s contract with Allied Universal Security Services for the operation of the City’s temporary holding facility through 2027.

BACKGROUND
In 2023, the City Council approved a two -year extension agreement for jail operations services, covering two fiscal year budget cycles, which is set to end in June 2025.

DISCUSSION
As the City prepares its next two-year budget, the Police Department recommends extending the current contract with Allied Universal through June 2027 for the following reasons:
 New Garden Grove Police Facility: The construction of a new Garden Grove Police facility, including a new jail, is set to be completed in mid to late 2026. To ensure continuity in operations, the Police Department prefers to maintain the current arrangements with Allied Universal rather than initiate a Request for Proposal (RFP) process in June 2025.
 Allied Universal's Extensive Experience : Allied Universal is currently providing services to most of the policing agencies in Orange County with temporary holding facilities to include Westminster PD, Irvine PD, La Habra PD, Fullerton PD, and Buena Park PD. This existing relationship with multiple law enforcement agencies supports the case for continuing with their services, ensuring that established practices remain in place.
 Proven Track Record: Allied Universal has a longstanding history of experience and reliability in jail security operations. This experience, along with their trained personnel and solid liability indemnity, ensures high -quality service for the City, minimizing operational risks compared to exploring other service providers at this time.

Page 2 of 2 ends

To ensure continuity in operations and for established practices to remain in place, staff has determined that it would be in the best interest of the Garden Grove Police Department to dispense of the bidding process as being in the best interest of the City pursuant to Garden Grove Municipal Code Section 2.50.060(G), and extend the contract with Allied Universal Security Services for an additional two fiscal years.

FINANCIAL IMPACT
The cost for the two-year extension is as follows:
 FY 25-26: $907,113.54
 FY 26-27: $947,625.28
 Total: $1,854,738.82
These amounts will be incorporated into the Police Department's FY 2025-2026 and FY 2026-2027 operating budget.

RECOMMENDATION
It is recommended that the City Council:
 Approve the extension of the contract for jail operation services with Allied Universal Security Services for two additional fiscal years through June 2027, pursuant to Garden Grove Municipal Code 2.50.060 (G), and
 Authorize the City Manager , or designee, to execute the agreement on behalf of the City, and make minor modifications as appropriate thereto.
