Date: 4/22/2025
Subject: Authorization for the issuance of a purchase order to OC Winwater Works for the purchase of fire hydrant guards. (Cost: $271,545.49 )(Action Item)
OBJECTIVE
For the City Council to authorize the Finance Director to issue a purchase order under Bid No.
IFB N-1000 to OC Winwater Works for the purchase of fire hydrant guards.
BACKGROUND
The City reports on annual water loss efforts to help comply with the State Water Resources Control Board’s requirement of conducting water system audits. The Water Services Division experiences high volumes of water loss of up to 20,000 gallons per minute when a fire hydrant is sheared off during a traffic accident. Hydrant Guard check valves can be mounted under any wet-barrel, above-grade fire hydrant. The entire valve sits above ground, between the hydrant and the water supply pipe. Breakaway bolts hold the unit to the hydrant and are hollow so they will break when the hydrant is sheared, separating the hydrant from the flange before the water main pipe itself is damaged. In the event of a shear, the valves rotate instantly until they are perpendicular to the water flow, stopping the massive surge of water from the water main pipe. Staff plans to install the hydrant guard check valves on all arterial streets where most traffic collisions occur and installations will be done in phases to minimize costs. Staff’s first phase is targeting arterials that have experienced repeated traffic incidents involving sheared fire hydrants.

Staff has examined the bids received and determined the lowest responsive bidder was Orange County Winwater Works. A purchase order in the amount of $271,545.49 is needed to purchase this equipment.
FINANCIAL IMPACT
The total cost for purchasing the fire hydrant guards is $271,545.49. This expense is included in the City’s adopted Fiscal Year 2024 -25 Water Utility operating budget. Investing in these guards will help minimize water loss caused by damage to fire hydrants, thereby protecting the best interests of our ratepayers.
