INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: William E. Murray
Dept:

City Manager Dept: Public Works
Date: 5/13/2025

Subject: Authorization for the issuance of an emergency purchase order with Tess Electric for electrical equipment replacement at Well No. 31. (Cost: $54,225.64)(Action Item)

OBJECTIVE

To receive City Council approval of an emergency purchase order with Tess Electric for electrical equipment replacement at Well No.31.

BACKGROUND

The Garden Grove Public Works Department’s Water Services Division owns and operates the water system that provides water services throughout the city. The Division operates 17 total water production facilities that encompasses 13 wells, 5 pump stations, a nd 8 reservoirs that store approximately 53 million gallons of water. On April 13, 2025, the variable frequency drive (VFD) at Well No. 31 failed. Tess Electric was called out to diagnose the VFD for Well No. 31. This VFD equipment was reported as unrepairable, obsolete, and requires an immediate replacement.

DISCUSSION

This well site is a critical resource for meeting daily demands should additional wells be potentially shut down for PFAS water contamination. Hence, affecting the safety, health and property of the community at large. Staff obtained three (3) quotes with the lowest quote in the amount of $54,225.64. Currently, the VFD is available for immediate delivery, but this situation could change due to high demand and the cost could also increase b ased on current import cost fluctuations. Staff proceeded with ordering the VFD to lock in current pricing. There is an existing $25,000 blanket purchase order with Tess Electric with a balance of approximately $15,000. This balance is insufficient to cove r the replacement of this equipment. Therefore, staff is seeking to designate these costs as emergency repairs and issue an emergency purchase order in the amount of $54,225.64 as soon as possible to begin scheduling the replacement. During the replacement process, the contractor will be able to thoroughly inspect all components of the motor control centers and address any unanticipated additional work required, which may result in additional costs.
