INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: William E. Murray
Dept:

City Manager Dept: Public Works
Date: 5/27/2025

Subject: Award a contract to Quinn Power for on-call generator and Caterpillar engine maintenance and repair services. (Cost: Not-to-Exceed $150,000/year) (Action Item)

OBJECTIVE

For the City Council to award a contract to Quinn Company dba Quinn Power Systems for on- call generator and caterpillar engine maintenance and repair services.

BACKGROUND

The Public Works Department utilizes back-up power generators for city facilities, water pump operations and sewer lift station pump operations. Within the past few years, we have seen a significant amount of extended power outages. Outages can be from extreme weather conditions (e.g. heat, rain), damaged power lines, equipment failure and scheduled maintenance by Edison. Failed equipment and lack of alternate power sources can lead to interrupted service for critical city facilities (e.g. police department, city hall, city yard, and community meeting center), water operations and sewer operations.

Quinn Power also provides parts and service for water’s natural gas Caterpillar engine pumps.

Ongoing maintenance and repair of these Caterpillar pumps are needed on a continual basis to ensure water supply reliability. The existing blanket purchase order with Quinn Power is in the amount of $25,000 and is insufficient to cover the backlog of maintenance for the generators and caterpillar engines. To help cover maintenance and emergency repairs for both the generators and Caterpillar engine pumps, staff is recommending an increase to the blanket purchase for a total of $150,000 annually for up to five years.

DISCUSSION

A Request for Proposal (RFP) for on-call generator and Caterpillar engine maintenance and repair services was advertised on February 19, 2025. The proposal submittal deadline was March 24, 2025. Staff received one responsive proposal. A comprehensive evaluation of the proposal was performed by Public Works Department staff members. Based on the company’s Item 162/2025

qualification and experience, Quinn Company dba Quinn Power Systems was deemed responsive.

FINANCIAL IMPACT

The agreement has a not -to-exceed amount of $150,000 for an initial one -year term, with the option to extend for up to four addit ional fiscal years. Funding for the initial term is included in the City’s FY 2024–25 operating budgets for the Fleet, Water, and Sewer Funds.

There is no impact to the General Fund.

RECOMMENDATION

It is recommended that the City Council:

 Award a contract to Quinn Company dba Quinn Power Systems for on -call generator and Caterpillar engine maintenance and repair services in the amount not -to-exceed $150,000 annually;

 Authorize the City Manager, or designee, to execute the agreement on behalf of the City and to make minor modificati ons as appropriate; and

 Authorize the City Manage r, or designee , to execute the four option years of the contract in an amount not-to-exceed $150,000 per fiscal year.
