Subject: Award a contract to Netsync Network Solutions to provide a next generation data backup solution. (Cost: $131,455.39)(Action Item)
OBJECTIVE
For the City Council to award a contract to Netsync Network Solutions to provide a next generation data backup solution in the amount of $131,455.39.
BACKGROUND
The City's IT Department uses backup solutions that include multiple technologies, with some hardware reaching end of life. The IT Department issued a Request for Proposal ( RFP) to replace these existing backup systems with a more capable alternative.
DISCUSSION
A Request for Proposal “RFP S -1355” was advertised on January 15, 2025 for a next generation data backup solution. The requirements f or this RFP are to include hardware, software, installation, implementation, consultation, services, maintenance, and training on proposed solution. A mandatory pre -proposal meeting was scheduled on January 29, 2025 where 15 vendors attended. On February 25, 2025, eight responsive proposals were received that met the RFP specifications.
A panel of three staff members evaluated the RFP proposals based on criteria of: Quality and Completeness of Solution (40 points), Proposer Qualifications (20 points), Proj ect Cost Guaranteed Maximum Price (30 points), and Completeness of Response (10 points). Based on the evaluation results, the two vendors were invited to participate in an in -person interview/demo. The focus of the interview was to discuss and demo the cap abilities of the proposed backup system. Of the two vendors, Netsync Network Solutions proposal best met all the City’s requirements.

FINANCIAL IMPACT
The cost of the data backup solution contract is $131,455.39. This amount will be funded by the Fiscal Year 2024 COPS Office Technology and Equipment Program (TEP), which was awarded to the City on September 30, 2024. The TEP funding is to be used for the purchase and installation of IT equipment for cybersecurity enhancement. There is no local match requirement, thus no fiscal impact on the General Fund.
RECOMMENDATION
It is recommended that the City Council:
Award a five (5) year contract to Netsync Network Solutions in the amount of $131,455.39; and
Authorize the City Manager, or designee, to execute the agreement and make minor amendments or modifications as necessary on behalf of the City.
