Attn: Purchasing Division
Dear Sandra Segawa,
Netsync Network Solutions (“Netsync”) is pleased to partner with (“Cohesity”) in response to the City of Garden Grove’s (the “City” or “Client”) Request for Proposal (RFP) No. S-1355 to provide a Next- Generation Data Backup Solution. Within this proposal, you will find a turnkey on-premises backup solution that includes hardware, software, installation, implementation, consultation, services, maintenance, and training that meets or exceeds the requirements set forth by the RFP.

Leveraging Cohesity DataProtect and Cohesity C5026 Four-Node Block, this solution provides comprehensive, scalable, and secure protection for the City’s VMware virtual environment and physical Windows/Linux servers. The proposed system seamlessly integrates with the existing infrastructure, while offering a flexible foundation for cloud-based expansion.

Netsync has also included optional Scope of Work and Pricing for a Pre-Paid Block of Hours that will allow the City to access a Cohesity resource for guidance and implementation assistance during the first year of deployment. It is important to note that the optional Netsync Block of Hours for a technical resource extending is not included in the overall price of the solution. Excluding this service will not impact the solutions completeness, but enhance the implementation and support services already provided by Cohesity.

With Netsync’s expertise in data protection solutions and Cohesity’s industry-leading backup and recovery platform, this proposed solution will provide the City with complete implementation and provide the required and desirable features outlined by the City. Technical data sheets and documentation from Cohesity are attached to provide further details.

Upon award, the City’s account will be managed by Nick Berghoudian and Carmen Brant, as well as Yong Kim, Executive Sponsor based in Long Beach, CA. Please contact me should you have any questions about our response.

Data Center Capability
Data centers reside at the heart of many of an organization’s critical operations, supplying essential storage solutions and processing capabilities. As technology develops, more businesses are embracing dynamic mixes of on-site and cloud-based solutions that scale easily to suit evolving strategic priorities.

Neglecting to invest prudently in data center resources can prove disastrous to productivity, as can haphazard attempts to shore up aging infrastructures with ad hoc, cost-conscious upgrades.

Our Engineers and Solutions Architects, who hold over 130 CCNAs, over 80 CCNPs, over 50 CCIEs, and 3 CCDEs, design, deploy, and monitor data center solutions that enhance efficiency, bolster security, and increase profitability. With extensive experience designing and implementing networks supporting tens of thousands of users, Netsync is a proven partner for organizations of all sizes, regardless of industry.

We hand-select devices from our extensive partner relationships with organizations, such as Cisco, Dell EMC, NetApp, Pure, Microsoft, VMware, Veeam, Unitrends, and Cohesity to tailor an approach to every organization’s unique challenges.

Our experience allows us to analyze workloads to determine which applications are best suited for migration to the cloud, and we employ automation and orchestration whenever possible to increase compliance. Whether augmenting an existing data center or standing up a new facility, Netsync excels in every stage of the lifecycle.

4. Technical Response
Proposal
Project Summary
The City of Garden Grove (“Client” or the “City”) requested that Netsync Network Solutions (“Netsync”) submit a Statement of Work (SOW) in response to the City’s Request for Proposal (RFP) No. S-1355 to provide a Next-Generation Data Backup Solution.

Netsync is pleased to present a comprehensive next-generation data protection solution leveraging Cohesity DataProtect with the C5026 Four-Node Block to meet the City’s backup and recovery needs.

This proposed solution is designed to efficiently protect the City’s VMware virtual environment and physical Windows/Linux servers while ensuring scalability, security, and seamless integration with future cloud initiatives.

This approach aligns with the City’s infrastructure requirements, providing a flexible, high-performance backup solution that supports both local and hybrid cloud architectures. Key advantages of the proposed solution include:
x On-Premises Deployment with Future Flexibility – The C5026 Four-Node Block will be deployed in the City Hall server room which can be relocated to the new server facility in the future. x Cloud-Enabled Architecture – While this proposal focuses on a local backup infrastructure, Cohesity DataProtect integrates with cloud-based integration services, ensuring the ability to archive backup data to the public cloud.
x Optimized Network Efficiency – The solution includes deduplication, compression, and bandwidth throttling to minimize network impact, ensuring backups operate efficiently over the City’s existing 1 GB internet connections without saturation. x Comprehensive Data Protection – Cohesity DataProtect provides agentless backup for VMware, alongside efficient, incremental backups for physical Windows and Linux servers to ensure complete coverage.
x Scalability and Future-Proofing – The Cohesity platform allows for expansion to accommodate future data growth, while maintaining high performance and resilience.

Required System Features
x Local appliance, cloud hosted (Software as a Service [SAAS]), or hybrid:
o The C5026 Four-Node Block serves as an on-premises backup appliance. x Time-locked immutability:
o Cohesity Immutable Snapshots prevent data from being modified or deleted before the retention period expires.
x Ability to backup major virtualization platforms:
o Supports VMware vSphere, Microsoft Hyper-V, and Nutanix AHV. o Provides agentless backup for VMware, reducing system overhead. x Ability to backup physical Linux and Windows hosts:
o Supports Windows and Linux with agent-based backups.
o Also supports physical database servers (SQL, Oracle, etc.).

x Minimal impact on source systems:
o Changed Block Tracking (CBT) and Incremental Forever Approach ensures only changed data is backed up.
o Uses API-based snapshots for virtualization workloads, reducing resource impact. x Ability to replicate to a cloud service:
o Cloud Replication enables replication to AWS, Azure, Google Cloud, or another Cohesity cluster.
x Ability to restore systems into production or a test environment:
o Instant Mass Restore enables full production recovery in minutes. o Test/Dev Recovery Mode allows backups to be restored into isolated environments for patch testing or DR simulations.
x Logging and reporting:
o Cohesity Helios provides real-time dashboards, audit logs, and reporting. o Custom reports can be scheduled for compliance and SLA monitoring. x Data encryption in transit:
o Uses TLS 1.2+ encryption for all data transfers.
x Supports at least 30 restore points over 90 days for proposed solution price:
o Cohesity supports customizable retention policies to meet this requirement within the proposed pricing model.

Desirable System Features
x SOC 3 reports or similar for service providers:
o The on-premises solution proposed here is not eligible for SOC3 reporting. x Low administrative overhead:
o Cohesity provides a single-pane-of-glass for global backup management. o AI-driven automation reduces manual intervention.
x Granular restore capabilities, with ability to restore a single file or database object without restoring the entire virtual server:
o Supports file-level, folder-level, VM-level, and database object-level restores. o Instant access to files without restoring entire VMs or systems. x Search of objects in backups by name and/or time:
o Google-like search indexing enables file/object recovery based on metadata, name, or timestamp.
x Indexing of filenames in backups to allow for search:
o All backups are fully indexed, making searches efficient. x Ability to support existing storage size and easily scale up to increase capacity:
o The C5026 Four-Node Block provides scalable, web-scale architecture. o Can expand with additional nodes or cloud extensions without downtime. x Ability to have separate backup schedules for different systems:

o Policy-based management allows different schedules and retention settings per workload.
x Role-based access control:
o Supports granular role-based permissions to control access at the user, group, and object levels.
o Integrates with Active Directory (AD), LDAP, and SAML for authentication. x Data encryption at rest:
o Uses AES-256 encryption for stored backup data and can be operated in a FIPS 140-2 level 2 certified configuration.
x Automated system restoration testing:
o Supports automated backup verification to ensure recoverability. x Runbook Automation can validate disaster recovery scenarios:
o Granular point-in-time restoration.
o Provides instant recovery at any backup point within retention policies. o Supports near-zero Recovery Time Objective (RTO) restorations for mission-critical applications.

Storage Requirements
The Cohesity Solution that Netsync is proposing is sized to meet and exceed the current data requirements and provide plenty of overhead to meet the City’s expected growth over the next five years. We are happy to provide further details regarding the sizing calculation in future conversations.

Service and Maintenance
The initial implementation of the solution will be provided directly by Cohesity. One of their Advanced Services Consultants will do the initial deployment and configuration under the Jumpstart Service offering.

The service data sheet for this offering is included as an attachment. This service will include:

1. Guidance to complete the pre-installation checklist.

2. Configuration of Cohesity software according to best practices.

3. Creation of backup jobs to protect a subset of up to 3 workload types (see the attached service data sheet for details).
