Subject: Approval of Amendment No. 1 to the Cooperative Agreement No. C-4-2337 with Orange County Transportation Authority for the City’s Assistance Program for bus stop maintenance at various locations throughout the City. (Action Item)
OBJECTIVE
For City Council to approve Amendment No. 1 (First Option Term) to Cooperative Agreement No. C-4-2337 between the Orange County Transportation Authority (OCTA) and the City of Garden Grove (City) for the City’s Assistance Program.
BACKGROUND
The City entered into Cooperative Agreement No. C-4-2337, dated July 1, 2024, with OCTA to provide supplemental maintenance - three times per week - at twenty-six (26) selected bus stop locations throughout the City where excessive trash and debris accumulate daily.
OCTA’s designated third party (Shelterclean, Inc.) performs the following: empties all trash receptacles located at each bus stop; sweeps off and removes all dirt and debris from the sidewalk, passenger boarding area, underneath street furniture, and along the gutte r adjacent to the bus zone; wipes down and cleans off all dirt, grime, stains, or other substances found on the bus stop sign, post, or other OCTA hardware.
DISCUSSION
Amendment No. 1 (First Option Term) to the original agreement will extend the performance period from July 1, 2025 to June 30, 2026. Subsequently, the agreement will have three remaining option terms, established at the following annual contract amounts:

FINANCIAL IMPACT
The contractual costs will be incorporated into the Refuse Fund’s operating budget for the respective years, with no impact to the General Fund.
RECOMMENDATION
It is recommended that the City Council:
Authorize the City Manager , or designee, to execute Amendment No. 1 to Cooperative Agreement No. C-4-2337 with the Orange County Transportation Authority for the City of Garden Grove’s Local Assistance Program in the amount of $50,456.64 for Fiscal Year 2025-26; and
Authorize the City Manager , or designee, to execute all remaining contract option years at the sole discretion of the City.
