INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: Chief El-Farra
Dept:

City Manager Dept: Police
Date: 6/24/2025

Subject: Authorization of a purchase order issuance to Olathe Fleet Group to purchase and upfit one (1) new pickup truck for the Police Department. (Cost: $97,900.41) (Action Item)

OBJECTIVE

To obtain approval for the purchase and upfitting of one (1) new Police Responder pickup truck from Olathe Fleet Group through the Sourcewell competitive bid program, Contract #032824.

BACKGROUND

The mission of the Neighborhood Traffic Unit (NTU) is to ensure safe and efficient traffic flow in Garden Grove through public education and proactive enforcement , including DUI checkpoints. Currently, older vehicles or Public Works trucks are used to transport and tow essential DUI checkpoint equipment, limiting efficiency and visibility. A specialized vehicle is needed to enhance DUI enforcement by improving logistics, professionalism, and public visibility.

DISCUSSION

The new pickup truck will support DUI patrols and checkpoints, impaired driving deterrence, traffic education and outreach, law enforcement presence at public events, and social media visibility. This vehicle will strengthen our efforts to reduce traffic injuries and fatalities and promote safer roadways in Garden Grove.

Using grant funds through the California Office of Traffic Safety Selective Traffic Enforcement Plan (STEP) Grant PT25168 to cover a substantial portion ($80,000) of the vehicle and equipment costs (total cost of $97,900.41), staff proposes purchasing a tow-capable Ford F- 150 marked for “DUI Enforcement” with the Office of Traffic Safety (OTS) branding through Olathe Fleet Group’s Sourcewell Cooperative Purchasing Contract #032824, which meets the City’s procurement policy as a piggyback contract per GGMC 2.50.060(E).

The additional funding in the amount of $17,900.41 to finish equipping the vehicle is included in t he FY2024-25 fleet operating budget. There is no additional impact to the General Fund.
