INTER-DEPARTMENT MEMORANDUM

Lisa L. Kim From: William E. Murray
Dept:
City Manager Dept: Public Works
Date: 6/24/2025
Subject: Approval of Amendment No. 3 to the Agreement with Community Veterinary Hospital for Emergency Care Services. (Action Item)
OBJECTIVE
For City Council to approve Amendment No. 3 with Community Veterinary Hospital for emergency care services.
BACKGROUND
During the establishment of the Animal Care Services Program in 2016, agreements were developed with two local veterinary hospitals for animals needing emergency care. Hours of operations for Community Veterinary Hospital are typically Monday through Friday, from 8:00 a.m. to 6:00 p.m. Any calls requiring emergency care outside these hours are treated at the Orange County Emergency Pet Clinic, which only operates during nights, weekends, and holidays.
DISCUSSION
Community Veterinary Hospital provides the following essential services: emergency, critical, and supportive care for sick and injured animals of all types brought in by Animal Control Officers and local residents. On many occasions, rapid treatment and stabilization is crucial to help alleviate pain and suffering for animals in need of immediate medical care. With Community Veterinary Hospital being centrally located within the City, and only 1.1 mile s away from the Public Works Department, animals are able to get the proper care and treatment in a quick and humane manner which can be lifesaving, and in turn , allowing for Animal Control Officers to handle and service more animal control-related calls within the City throughout the day.
Moreover, a recent multi-year agreement was established with Co mmunity Veterinary Services in August 2023. This new agreement was initially set for $50,000 annually, however, veterinary services costs have increased substan tially over the last couple of years. For example, services and treatments , such as offic e visits, subcutaneous fluids, medications, sedatives and testing procedures have all risen year -after-year. Additionally, in considering Item 220/2025
Amendment No. 3, Public Works Department staff has determined that it would be in the best interest of the City to dis pense of the bidding process pursuant to Garden Grove Municipal Code Section 2.50.060(G), and proceed with the contract with Community Veterinary Hospital for continued and uninterrupted services . Staff is therefore requesting for City Council to formally increase the total annual compensation for the remaining contract years , from $50,000 to $70,000 for Fiscal Years 2025-26, 2026-27 and 2027-28.
FINANCIAL IMPACT
There is no impact to the General Fund. Funds to cover this annual increase will be covered through the Public Works’ FY2025-26, FY2026-27, and FY2027-28 operating budget.
RECOMMENDATION
It is recommended that the City Council:
Approve an increase of compensation with Community Veterinary Hospital, from $50,000 to $70,000 for Fiscal Years 2025-26, 2026-27 and 2027-28; Authorize to dispense of the bidding process pursuant to Garden Grove Municipal Code Section 2.50.060(G) and ratify Amendment No. 3 to the agreement with Community Veterinary Hospital for animal care service; and Authorize the City Manager , or designee, to execute Amendment No. 3, and remaining option years, and make minor modifications as appropriate thereto, on behalf of the City.
