INTER-DEPARTMENT MEMORANDUM
To:
Lisa L. Kim From: Niki Wetzel
Dept:
City Manager Dept: Community Development
Date: 7/8/2025
Subject: Approval of an Amendment to increase the annual not-to-exceed limit to the agreement with CSG Consultants Inc. for on-call Planning services. (Cost: $250,000/per year) (Action Item)
OBJECTIVE
To request City Council approval of an amendment to increase the annual not-to-exceed service fee limit to the existing agreement with CSG Consultant Inc. (CSG).
BACKGROUND
In March 2025, the Community Development Department (CDD) entered into an agreement with CSG to provide on-call Planning services on an “as-needed” basis. The contract provides flexibility in meeting fluctuating staffing demands during leaves, vacancies, or peak workload periods to ensure continuity in Planning service delivery. The contract was established following a competitive Request for Proposals (RFP) process, and the firm was selected based on their qualifications, experience, and proposed approach to service delivery.
DISCUSSION
In April 2025, CDD experienced the departure of two key staff members, creating unexpected vacancies. These departures significantly impacted the Planning Services Division’s ability to maintain service levels and meet ope rational needs. CDD continues to experience the need for flexible and uninterrupted support from contracted Planning professionals to meet development activity demands while recruitments are conducted to fill vacant positions.
Given the current staffing vacancies, contractual staffing through CSG has been essential in maintaining core functions. However, the original $50,000 agreement is insufficient to cover the continued need for interim support. To avoid service disruptions and to ensure CDD maintains a high level of customer service, staff requests to amend the current agreement with CSG to not-to-exceed $250,000 per option year. Importantly, the contract would remain structured on an as -needed basis, and expenditures would only occur when services are actually rendered. This increase will provide greater flexibility, operational fluidity, and ensure Item 238/2025
that services can continue without interruption, particularly during periods of high demand or limited in-house staffing capacity.
FINANCIAL IMPACT
The pr oposed amendments to increase the not -to-exceed contractual service fee do not require additional appropriations. Service costs will be covered by CDD’s adopted operating budget.
RECOMMENDATION
It is recommended that the City Council:
Approve the amendment to increase the annual not -to-exceed compensation amount for CSG to $250,000 per option year;
Authorize the City Manager, or designees, to execute Amendment No. 1 with CSG and make minor modifications as appropriate thereto, on behalf of the City; and
Authorize the City Manager, or designees, to exercise option year amendment terms, for the current year and available option years.
