Date: 7/8/2025

Subject: Introduction and First Reading of an Ordinance amending Chapter 8.47 of the Municipal Code pertaining to noise and construction hours, entitled:

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GARDEN GROVE AMENDING SECTION 8.47.060 OF CHAPTER 8.47 OF TITLE 8 OF THE GARDEN

GROVE MUNICIPAL CODE PERTAINING TO PERMITTED CONSTRUCTION HOURS. (Action Item)

OBJECTIVE

For the City Council to introduce and pass to second reading an ordinance amending Section

8.47.060 of Chapter 8. 47 of Title 8 of the Garden Grove Municipal Code pertaining to permitted construction hours.

BACKGROUND

In addition to amendments to Title 9 (Land Use) of the Garden Grove Municipal Code that appear on tonight’s agenda, staff examined the current permitted construction hours in Garden Grove. When compared to other similar cities (see Attachment 2), staff fo und that Garden Grove’s allowable construction hours are more permissive than most other cities which can cause disruption in the evenings and on weekends/holidays, especially in residential neighborhoods.

DISCUSSION

Currently, the Municipal Code prohibits construction activity that would cause a discomfort or annoyance between the hours of 10:00 p.m. and 7:00 a.m. of the next day. The proposed text Amendment would establish new hours for operating equipment or performing any construction or repair work on buildings, structures, or projects in residential areas and within 500 feet of a residential area. The proposed text Amendment also provides an expanded definition of what constitutes construction or repair work. The new hours would be limited between:
