Subject: Authorization for the issuance of a purchase order to Alan’s Lawn and Garden Center, Inc. for the purchase of small equipment and small equipment parts on an as-needed basis. (Cost: $80,000/year)(Action Item)
OBJECTIVE
For the City Council to authorize a purchase order to Alan’s Lawn and Garden Center, Inc., for the purchase of small equipment and small equipment parts on an as-needed basis.
BACKGROUND
The Public Works Department Vehicle Maintenance Section is responsible for providing safe and reliable vehicles and equipment for all City departments. In order to maintain City vehicles and equipment, the Vehicle Maintenance Section has a need for a reliable source for various small equipment and small equipment parts.
DISCUSSION
Invitation For Bids (IFB) No. S-1366 was released on the City’s Planet Bids portal for small equipment and small equipment parts on an as -needed basis on March 17, 2025. The City did not receive any bids for the solicitation. Per section 5.5 of the City of Garden Grove’s Purchasing Manual, when no bids or proposals are received through the formal or informal bidding procedure, the goods or services may be secured by negotiated contract. Public Works staff reached out to Alan’s Lawn and Garden Center, Inc., to negotiate pricing for the small equipment and small equipment parts needed for daily operations. Alan’s Lawn and Garden Center was selected since they are a reliable local source with competitive pricing for all parts needed by the City.
FINANCIAL IMPACT
The annual cost of Alan’s Lawn and Garden Center, Inc. contract is $80,000, and will be funded from the Public Works Department Vehicle Maintenance Section’s adopted operating budget.

RECOMMENDATION
It is recommended that the City Council:
Authorize the Finance Director to issue a purchase order for $80,000, per fiscal year, for five (5) fiscal years, to Alan’s Lawn and Garden Center, Inc., for the purchase of small equipment and small equipment parts on an as-needed basis.
