INTER-DEPARTMENT MEMORANDUM

To:

Lisa L. Kim From: William E. Murray
Dept:

City Manager Dept: Public Works
Date: 9/9/2025

Subject: Award contracts to Willdan Engineering, NV5, Inc., and Accenture Infrastructure and Capital Projects, LLC, for on-call construction inspection services. (Cost: Not to exceed $400,000/per contract)(Action Item)

OBJECTIVE

To request City Council authorization to award a contract to Willdan Engineering, NV5, Inc. and Accenture Infrastructure and Capital Projects, LLC for on -call professional construction inspection services.

BACKGROUND

The City relies on construction inspection services for quality control and assurance on capital projects. Due to budget changes in prior years, the Engineering Services Division no longer employs construction inspectors. Consequently, the City uses on-call construction inspection services to ensure safety and performance of City capital projects and infrastructure investments.

DISCUSSION

The existing on-call construction inspection services contracts have reached their terms and funding limits. With consideration of the number of upcoming capital projects and identified construction inspection needs across other divisions, Engineering staff has determined that awarding three (3) on-call construction inspection services contracts is necessary to meet the increasing demand for oversight of construction activities.

Staff solicited five (5) requests for proposal to construction management firms for on -call construction inspection services and received responses from each. Staff carefully evaluated each of the proposals and determined that Willdan Engineering, NV5, Inc. and Accenture Infrastructure and Capital Projects, LLC are best suited and qualified to provide on -call construction inspection services.
