Subject: Award a contract to Best Contracting Services, Inc. for the roof replacement at the Community Meeting Center and H. Louis Lake Senior Center building located at 11300 Stanford Avenue, Garden Grove. (Cost: $614,750) (Action Item)
OBJECTIVE
For the City Council to award a contract to Best Contracting Services, Inc. , for the roof replacement at the Community Meeting Center and H. Louis Lake Senior Center building located at 11300 Stanford Avenue, Garden Grove.
BACKGROUND
The Public Works Department Facilities Division is responsible for maintenance of City buildings. In 2019, the City contracted with a consultant to perform a comprehensive Facilities Condition Assessment (FCA) of City owned buildings. This assessment forecasts the useful lifecycle, as well as costs of our building’s repair and maintenance needs. Additionally, the assessment captured current building deficiencies and categorized them by Safety, Performance Integrity, Accessibility, Environmental, Retrofit Adaptation and Life cycle Renewal. These categories are the primary reason or rationale for replacement, repair, or corrective action.
DISCUSSION
Based on performance integrity information provided in the FCA, and our 2024 -25 Capital Improvement Plan, staff recommends repla cement of the roof at the Community Meeting Center and H. Louis Lake Senior Center building. The roof has reached the end of its useful service life and qualifies for replacement.
Specifications were generated and submitted for bid (IFB S-1372). Results shown below reflect the three (3) lowest bids:

Southland Roofing Inc. $640,000
McDonnell Roofing Inc. $645,689

FINANCIAL IMPACT
The cost of the contract with Best Contracting Services, Inc. to replace the r oof at the Community Meeting Center and H. Louis Lake Senior Center is $614,750. This funding has been incorporated into the City’s adopted Fiscal Year 2025-26 Building Rehabilitation Fund.
RECOMMENDATION
It is recommended that the City Council:
Award a contract in the amount of $614,750 to Best Contracting Services, Inc., for replacement of the roof at the Community Meeting Center and H. Louis Lake Senior Center building located at 11300 Stanford Avenue, Garden Grove; and
Authorize the City Manager, or designee, to execute an agreement with Best Contracting Services , Inc. , and make minor modifications as appropriate thereto, on behalf of the City.
