Subject: Authorization for the the issuance of a purchase order to Uber Inc., dba Riflegear for 55 new Benelli shotguns. (Cost: $86,668.31)(Action Item)
OBJECTIVE
To seek City Council approval in authorizing a purchase order to Uber Inc., dba Riflegear, for the purchase of 55 new Benelli shotguns.
BACKGROUND
The Garden Grove Police D epartment currently has 55 Benelli shotguns eligible for replacement. The shotguns were purchased in 1997 as a result of the LAPD North Hollywood shootout, which emphasized the need for a stronger firearms platform to address threats to public safety that a traditional police officers side arm could not handle. Our Department has a limited number of serviceable shotguns, many of which are outdated or need repair. As part of our on-going efforts to maintain a well -equipped and responsive force, there is a cr itical need to update our inventory of tactical firearms.
These shotguns have not been replaced, and the original guns purchased in 1997 have far exceed their lifespan in the rigorous conditions they are exposed to daily. These shotguns are used for field operations/patrol and training and they are utilized within our specialized units.
Currently, our armorers have a limited number of replacement parts to fix the aging fleet of shotguns. Replacement parts are over 30 years old and are no longer manufactured. Thus, they have been forced to take several shotguns out of service to use their parts to fix ot her shotguns in need of repair.
DISCUSSION
On July 29, 2025 , the Invitation for Bid (IFB No. S-1379) was opened and a total of six companies sent proposals for consideration. After reviewing the bids, Uber Inc. dba Riflegear was awarded the contract based on the lowest qualified bid.

FINANCIAL IMPACT
Funding for the purchase of the Benelli shotguns is included in the Department’s Fiscal Year 2025-26 operating budget (Fund 202); there will be no impact to the General Fund.
RECOMMENDATION
It is recommended that the City Council:
Authorize the Finance Director, or designee, to issue a purchase order in the amount of $86,668.31 to Uber Inc. dba Riflegear, for the purchase and delivery of 55 Benelli shotguns.
