COMMUNITY DEVELOPMENT DEPARTMENT PLANNING STAFF REPORT AGENDA ITEM NO.: C.1. SITE LOCATION: Citywide HEARING DATE: August 21, 2025 GENERAL PLAN: N/A CASE NO.: Amendment No. A-045-2025 ZONE: N/A APPLICANT: City of Garden Grove APN: N/A OWNER: N/A CEQA DETERMINATION: Exempt REQUEST: A City-initiated Zoning Text Amendment to Title 9 of the Garden Grove Municipal Code (GGMC) to add definitions, special operating conditions, and parking standards to allow Substance Abuse Treatment Centers as a conditionally permitted use for properties zoned M-1 (Limited Industrial). In conjunction with the request, the Planning Commission will also consider a recommendation that the City Council determine that the proposed Amendment is exempt from the California Environmental Quality Act (CEQA). BACKGROUND: City Staff has received inquiries to establish Substance Abuse Treatment Centers in the City. These facilities operate outpatient treatment and counseling centers that, in addition to counseling, treat individuals with substance abuse disorder by employing medicines that eliminate drug cravings and withdrawal symptoms that typically occur when individuals with various substance dependence cease usage of the abused substance. While these uses provide a valuable service to the community, they can be associated with negative impacts on surrounding properties. Therefore, the public health, safety, and welfare may be negatively impacted without adequate regulation of such uses. Garden Grove Municipal Code lacks regulations for Substance Abuse Treatment Centers. Therefore, the Code needs to be revised to address potential negative impacts associated with Substance Abuse Treatment Centers, especially with respect to surrounding businesses and sensitive uses such as residences, schools, child day care centers, parks, and libraries. On December 20, 2023, the City Council adopted Urgency Ordinance No. 2949 (Attachment 2), an urgency measure establishing a 45-day moratorium prohibiting the issuance of any new license, approval or entitlements related to new Substance Abuse Treatment Centers in order to protect the public health, safety, and welfare of the community. On January 23, 2024, the City Council adopted Urgency Ordinance No. 2950 (Attachment 3), extending the temporary moratorium for an additional ten (10) months and 15 days (for a total of one year), in order to provide staff with sufficient 193
STAFF REPORT FOR PUBLIC HEARING PAGE 2 CASE NO. A-045-2025time to study and analyze possible regulations, identify appropriate locations, and determine the process for approval of Substance Abuse Treatment Centers. On November 12, 2024, the City Council adopted Urgency Ordinance No. 2959 (Attachment 4), extending the temporary moratorium for an additional 12 months from December 19, 2024, through December 19, 2025, in order to allow Staff to study and consider enactment of zoning measures to appropriately update Municipal Code and zoning regulations. Since adoption of the moratorium, Community Development Staff has surveyed 21 cities to obtain information on how other cities classify and regulate Substance Abuse Treatment Centers, toured facilities in other cities to better understand the operations of the use, discussed best practices and requested facilities located in other cities, discussed security measures and best operational practices with the Garden Grove Police Department, discussed potential regulations for Substance Abuse Treatment Centers with the City Attorney, and reviewed existing Garden Grove Municipal Code regulations, including operational standards, zoning regulations, locational criteria, and other pertinent revisions aimed at minimizing the potential negative impacts from Substance Abuse Treatment Centers. After careful research, the City is proposing an Amendment to Title 9 of the Garden Grove Municipal Code to add definitions, special operating conditions and development standards, and parking standards to allow Substance Abuse Treatment Centers as a conditionally permitted use for properties zoned M-1 (Limited Industrial). DISCUSSION: The following discussion presents proposed amendments to Title 9 of the Municipal Code to address possible negative impacts associated with Substance Abuse Treatment Centers. The proposed amendments will allow the City to regulate these centers in appropriate zones and will also include reasonable regulations intended to continue to protect the public health, safety and welfare of the community. The proposed amendments will add a definition for Substance Abuse Treatment Centers, modify existing definitions of medical facilities and pharmacies, amend the land use matrix of permitted uses for the industrial zones, and introduce special operating conditions and parking requirements. DEFINITIONS The proposed Amendment will update definitions for "medical, dental, and related health services support facilities" and "prescription pharmacy" in Chapter 9.04 to read as follows: (Deletions shown in strikethrough, additions shown in bold-italics): "Medical, dental, and related health services support facilities" means an office or health facility providing diagnosis, treatment, or care to patients exclusively 194
STAFF REPORT FOR PUBLIC HEARING PAGE 3 CASE NO. A-045-2025as outpatients. Care may include, but is not limited to, the provision of medical, surgical, dental, mental health, rehabilitation, podiatric, optometric, or "Prescription pharmacy" means an establishment where the predominant activity is the preparation and dispensing of drugs and medicinesSubstance The proposed updates to the aforementioned definitions will the City to distinguish these uses from Substance Abuse Treatment Centers and allow precision in the application and interpretation of existing definitions. In addition, Chapter 9.04 will be amended to add one (1) new definition for sto read as follows: (Deletions shown in strikethrough, additions shown in bold-italics): that operate outpatient treatment, whether or not counseling services are provided, for persons with a substance abuse disorder by employing medicines such as methadone, suboxone, subutex, and vivitrol, which eliminate cravings and withdrawal symptoms that may occur when individuals with various substance dependence stop using their substance of abuse. The proposed definition for ubstance abuse treatmill require these facilities to operate in an outpatient manner and allow for counseling services to be provided to persons with substance abuse disorders. Medications to assist with cravings or withdrawal symptoms may also be administered at these facilities. "medical, dental, and related health services support facilities" and "prescription pharmacy" uses will ensure that they be classified in accordance with their unique operating characteristics. LAND USE MATRIX Currently, Substance Abuse Treatment Centers are not listed as a permitted use (whether automatically permitted, conditionally permitted, or incidentally permitted) in any zone. To facilitate future requests for this type of use, and address the potential impacts of the business activities, text amendments are proposed to Table 1 (City of Garden Grove Land Use Matrix) found in Section 9.16.020.030 (Uses Permitted) of Chapter 9.16 (Commercial, Office Professional, Industrial and Open Space Development Standards) of Title 9 of the Municipal Code are necessary. 195
STAFF REPORT FOR PUBLIC HEARING PAGE 4 CASE NO. A-045-2025Table 1 is proposed to be amended to establish Substance Abuse Treatment Centers as a conditionally permitted use in the M-1 (Limited Industrial) zone. Further, requiring a Conditional Use Permit will allow the City to impose appropriate conditions of approval related to the operational conditions of these facilities to allow regulation and limit potential negative impacts to the surrounding area. SPECIAL OPERATING CONDITIONS AND DEVELOPMENT STANDARDS The proposed Amendment will further establish Special Operating Conditions and Development Standards applicable to Substance Abuse Treatment Centers in Section 9.16.020.050 of Chapter 9.16 (Commercial, Office Professional, Industrial and Open Space Development Standards) of Title 9 of the Municipal Code. Proposed amendments to this section will introduce regulations and standards imposed to Substance Abuse Treatment Centers in M-1 zones. Proposed updates are to read as follows: (Deletions shown in strikethrough, additions shown in bold-italics) BE. Supermarket. Subject to conditions of approval as outlined in Section 9.08.080. Substance Abuse Treatment Centers. Such uses shall require 196
STAFF REPORT FOR PUBLIC HEARING PAGE 5 CASE NO. A-045-2025a conditional use permit and shall be subject to the following conditions: 1. Abandonment. A conditional use permit for a Substance Abuse Treatment Center shall be considered to be null and void if the establishment ceases operation for 180 or more consecutive days. 2. Location Restrictions. a. Substance Abuse Treatment Centers shall not be permitted to be located within 500 feet of any "R" zoned property, any property with a residential overlay, any property occupied by a residential use, any Planned Unit Development unless it is amended to expressly allow the use, any public or private school facility, grades K through 12, any property developed with a child day care center, any property occupied by a community meeting center, a public park, or a public library. b. A minimum distance of 500 feet shall be maintained from any other Substance Abuse Treatment Center within or outside the City limits, as measured from the property line. 3. Conditions on Use. The hearing body shall have the authority to impose conditions on a Substance Abuse Treatment Center to ensure compliance with the provisions of this section and to mitigate against potential nuisance or public safety concerns. Those conditions may include, but are not limited to, restricting hours of operation, requirements for security lighting and cameras, requirements for private security, and monitoring of parking lots. Dispensing of medicine shall occur within a wholly enclosed building. No drive-thru facilities shall be permitted. As indicated above, the proposed Special Operating Conditions and Development Standards for Substance Abuse Treatment Centers will establish distance requirements (500 feet minimum) to sensitive uses, such as residential uses, schools, child day care centers, public parks and public libraries, which is consistent with the potential impacts to the surrounding area. Imposing a minimum distance between Substance Abuse Treatment Centers (500 feet) will prevent an overconcentration of these uses to minimize potential impacts. Lastly, the proposed Amendment will allow the hearing body to impose conditions of approval via the Conditional Use Permit process addressing safety, hours of operation, and security requirements to mitigate against potential nuisance or public safety concerns. 197

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA): The proposed amendments are purely regulatory changes which, by themselves, have no physical effect on the environment. The potential impacts of future development that might be facilitated by the amendments need not be considered if the nature of the future development is not reasonably foreseeable. (Aptos Council v. County of Santa Cruz (2017) 10 Cal.App.5th 266, 294.) The City is not aware of any affected parcel owner who would submit an application for a substance abuse treatment center. As a result, the amendments are not subject to CEQA at this time. When a particular Substance Abuse Treatment Center is proposed, it will be subject to review for compliance with CEQA. Resolution No. 6124-25 Page 2 FACTS: City staff has received inquiries to establish Substance Abuse Treatment Centers in the City. A review of the Garden Grove Municipal Code reveals a lack of regulations for Substance Abuse Treatment Centers. 2949, an urgency measure establishing a 45-day moratorium prohibiting the issuance of any new license, approval or entitlements related to new Substance Abuse Treatment Centers in order to protect the public health, safety, and welfare of the community. On January 23, 2024, the City Council adopted Urgency Ordinance No. 2950, extending the temporary moratorium for an additional ten (10) months and 15 days (for a total of one year), in order to provide staff with sufficient time to study and analyze possible regulations, identify appropriate locations, and the process for approval of Substance Abuse Treatment Centers. On November 12, 2024, the City Council adopted Urgency Ordinance No. 2959, extending the temporary moratorium for an additional 12 months from December 19, 2024, through December 19, 2025, in order to allow Staff to study and consider and Zoning regulations. Since adoption of the moratorium, Community Development staff has surveyed 21 cities to obtain information on how other cities classify and regulate Substance Abuse Treatment Centers, toured facilities in other cities to better understand the operations of the use, discussed best practices and requested existing facilities located in other cities, discussed security measures and best operational practices with the Garden Grove Police Department, discussed potential regulations for Substance Abuse Treatment Centers with the City Attorney, and reviewed existing Garden Grove Municipal Code regulations including operational standards, zoning regulations, locational criteria, and other pertinent revisions 201
Resolution No. 6124-25 Page 3 aimed at minimizing the potential negative impacts from Substance Abuse Treatment Centers. FINDINGS AND REASONS: 1. The Amendment is internally consistent with the goals, objectives and lan. The City is proposing an Amendment to Title 9 of the Garden Grove Municipal Code. Proposed amendments include, but are not limited to, the following: (i) update definitions for "medical, dental, and related health services support facilities" and "prescription pharmacy"; (ii) introduce a new definition for Substance Abuse Treatment Cestablish Substance Abuse Treatment Centers as a conditionally permitted use in the M-1 (Limited Industrial) zone; (iv) establish Special Operating Conditions and Development Standards applicable to Substance Abuse Treatment Centers to, in part, (1) require a buffer of 500 feet from any "R" zoned property, any property with a residential overlay, any property occupied by a residential use, any Planned Unit Development unless it is amended to expressly allow the use, any public or private school facility, grades K through 12, any property developed with a child day care center, any property occupied by a community meeting center, a public park, or a public library; (2) a minimum distance of 500 feet from any other Substance Abuse Treatment Center within or outside the City limits, as measured from the property line; (3) allow the hearing body to impose conditions on a Substance Abuse Treatment Center to ensure compliance with the minimum development standards and to mitigate against potential nuisance or public safety concerns, such as restricting hours of operation, requirements for security lighting and cameras, requirements for private security, monitoring of parking lots, requiring the dispensing of medicine to occur within a wholly enclosed building, and prohibit drive-thru facilities; and (v) establish new parking standards for Substance Abuse Treatment Centers. The Amendment is internally consistent with goals, policies, objectives, and including specifically the following: Goal LU-2.1: Protect residential areas from the effects of potentially incompatible uses. 202
Resolution No. 6124-25 Page 4 The proposed Amendment will limit Substance Abuse Treatment Centers to M-1 zones and require Conditional Use Permit approval. In addition, the amendment will establish minimum distance requirements to protect residential areas from the potential impacts of Substance Abuse Treatment Centers, a potentially incompatible use. As proposed, 500 feet will be required from any "R" zoned property, any property with a residential overlay, any property with a residential overlay, or any property occupied by a residential use. Policy LU-2.3: Prohibit uses that lead to deterioration of residential neighborhoods or adversely impact the safety or the residential character of a residential neighborhood. The proposed Amendment will limit Substance Abuse Treatment Centers to M-1 zones only and require Conditional Use Permit approval. In addition, the amendment will minimize adverse impacts to safety or residential character of a residential neighborhood by imposing minimum distances from any "R" zoned property or any property occupied by a residential use, by imposing conditions to mitigate against potential nuisance or public safety concerns, and establishing minimum parking requirements. Policy LU-4.4: Avoid intrusion of non-residential uses incompatible with established residential neighborhoods. The proposed Amendment will limit Substance Abuse Treatment Centers to M-1 zones only and require Conditional Use Permit approval. In addition, the amendment will establish minimum distance requirements to protect residential areas from the potential impacts of Substance Abuse Treatment Centers, a non-residential use incompatible with established residential neighborhoods. Therefore, the proposed Amendment is internally consistent with the goals, policies, and elements of the General Plan, by ensuring compatibility with sensitive uses such as residences, schools, child day care centers, parks, and libraries by limiting Substance Abuse Treatment Centers to the proposed respective zones, requiring Conditional Use Permit approval, and imposing specified operational conditions and development standards, which include minimum distance requirements to sensitive uses and to other Substance Abuse Treatment Centers. 2. The Amendment will promote the public interest, health, safety and welfare. The proposed amendments include, but are not limited to, the following: (i) update definitions for "medical, dental, and related health services support 203
Resolution No. 6124-25 Page 5 facilities" and "prescription pharmacy"; (ii) introduce a new definition for Substance Abuse Treatment Cestablish Substance Abuse Treatment Centers as a conditionally permitted use in the M-1 (Limited Industrial) zone; (iv) establish Special Operating Conditions and Development Standards applicable to Substance Abuse Treatment Centers to, in part, (1) require 500 feet from any "R" zoned property, any property with a residential overlay, any property occupied by a residential use, any Planned Unit Development unless it is amended to expressly allow the use, any public or private school facility, grades K through 12, any property developed with a child day care center, any property occupied by a community meeting center, a public park, or a public library; (2) a minimum distance of 500 feet from any other Substance Abuse Treatment Center within or outside the City limits, as measured from the property line; (3) allow the hearing body to impose conditions on a Substance Abuse Treatment Center to ensure compliance with the provisions and to mitigate against potential nuisance or public safety concerns, such as restricting hours of operation, requirements for security lighting and cameras, requirements for private security, monitoring of parking lots, requiring the dispensing of medicine to occur within a wholly enclosed building, and prohibit drive-thru facilities; and (v) establish new parking standards for Substance Abuse Treatment Centers. By limiting Substance Abuse Treatment Centers to the proposed respective zones, requiring Conditional Use Permit approval, and imposing specified operational conditions and development standards, which include minimum distance requirements to sensitive uses and to other Substance Abuse Treatment Centers, the proposed Amendment promotes the public interest, health, safety, and welfare and will ensure that this use does not cause a nuisance to sensitive uses, such as residences, schools, child day care centers, parks, and libraries. INCORPORATION OF FACTS AND FINDINGS SET FORTH IN STAFF REPORT: In addition to the foregoing the Planning Commission incorporates herein by this reference, the facts and reasons set forth in the staff report. BE IT FURTHER RESOLVED that the Planning Commission does conclude: 1. Amendment No. A-045-2025 complies with Municipal Code Section 9.32.030.D.1 (Code Amendment). 2. The Planning Commission recommends that the City Council approve Amendment No. A-045-2025 and adopt the amendments to Title 9 reflected in the draft Ordinance attached hereto as Exhibit "A". 204

URGENCY ORDINANCE NO. 2949 AN URGENCY INTERIM ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GARDEN GROVE IMPOSING A MORATORIUM ON THE APPROVAL OF SUBSTANCE ABUSE TREATMENT CENTERS PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 65858. THE CITY COUNCIL OF THE CITY OF GARDEN GROVE DOES ORDAIN AS FOLLOWS: Section 1. Legislative Intent and Findings. A. Pursuant to California Government Code Section 65858, the City Council finds and determines that a current and immediate threat to the public health, peace, safety and general welfare exists which necessitates the immediate enactment of this Ordinance for the immediate preservation of the public health, peace, safety and general welfare based upon the facts set forth in this Ordinance and the facts presented to the City Council. The approval of Substance Abuse Treatment Centers, as defined below, residents and businesses absent specific development standards and review processes applicable to such uses to prevent and/or mitigate negative impacts that may be created with their development or establishment. Furthermore, approval of Substance Abuse Treatment Centers in mixed use zones could cause the City to violate State Housing Laws which require compliance with Housing Element policies to promote housing opportunities and to implement no net loss requirements for uses or activities that prevent the development of housing. B. or clinics that operate outpatient treatment and counseling centers that in addition to counseling treat individuals with substance abuse disorder by employing medicine that eliminate cravings and withdrawal symptoms that may occur when individuals with various substance dependence stop using their substance of abuse. barriers to the development of these properties into housing are created to maintain compliance with State Housing laws. The operation is staffed 24/7 and is an integral part of the City’s public safety team.
Under the Project Agreement, Edgemoor is responsible for construction of the space and basic infrastructure (fiber, rack mounts, power, etc.) needed to operate the Center, but it is the City’s responsibility to procure and install the necessary equipment. Two primary modules are needed, the 911 phone system components and the 800 Megah ertz Countywide Coordinated Communications System (800 MHz CCCS). These systems are sourced through preferred vendors that have already been competitively selected and pre -qualified through statewide agreements managed by CalOES (California Governor’s Off ice of Emergency 227
Item 324/2025
Services) and the Orange County Board of Supervisors (Board), in collaboration with the Sherriff-Coroner Department (Sheriff). Therefore, municipal code section 2.50.060D, dispenses with the bidding requirement.
911 System –CalOES manage s California’s 911 system. Their responsibilities include working with agencies to determine appropriate allocation of 911 funding and identifying/approving vendor solutions. The City notified CalOES of its need to upgrade equipment in the new Center and received a funding allotment approval of up to $571,000.
These monies are provided on a reimbursable basis and limited to 911 phone system components.
Under the state’s Master Purchase Agreement, AT&T is listed as the approved vendor for the City’s identified 911 system equipment. The City’s team is working with AT&T to finalize a purchase, installation and 5 -year service agreement in alignment with state requirements.
The estimated cost is $514,083.
800 MHz CCCS – In Orange County, the Sherriff operates and maintains the 800 MHz CCCS, which provides centralized, interoperable voice radio communications for the County and its 34 cities, including all public safety and public service agencies, as well as a number of private, state and federal agencies that provide support to the above agencies and/or have relevant communications requirements. This includes radio towers, repeaters, handhelds, in-vehicle units, and broadcasting systems. The City of Garden Grove is a partner in the Joint Agreement for the Operation, Maintenance, and Financial Management of the 800 MHz CCCS. The Project team has been working with Motorola, which is the approved vendor under the Board’s Master Agreement, to develop a list of necessary radio equipment components for the new Center. The work scope includes both equipment and installation services with an estimated cost of $835,120.
Additionally, the Sherriff’s Technology Division will provide installation services related to radio antennas and repeaters for an estimated fee of $1,500. The miscellaneous parts (e.g. radio antennae, connectors, etc.) for this work is sourced from Talley, with an estimated cost of $10,457.
Audio Recording and Archiving – An ancillary component for the two main systems (911 & 800 MHz CCCS), is an integrated recording and archiving module. The state requires any Public Safety Answering Point (the Center), to record all incoming 911 phone calls and emergency radio traffic. Information must be retained and made accessible for investigations and public record requests in accordance with City retention policies. The Project team is working with Goserco Inc. for the necessary recording equipment. The purchase, installation and service of this system is estimated to cost $48,540.
Timeline – These are critical path items, which are necessary to ensure the facility is ready for occupancy. Given the lead time of some listed equipment, an order needs to be placed in October 2025. The current construction schedule anticipates early access to th e telecom rooms in March 2026, with equipment testing beginning in May 2026. Once successful testing has concluded and the building receives a certificate of occupancy, Police staff can start the process of moving into the new facility. This is currently anticipated to happen in June 2026.

This solution also reduces operating costs and provides a smaller physical footprint in the command center without compromising on features or reliability. This combination of seamless communications, modern architecture, and advanced integration capabilities enables the CommandCentral AXS solution to scale and evolve as needs change over time.
1.1.1 Integration with the ASTRO® 25 Network
The proposed dispatch console seamlessly integrates into Garden Grove PD’s ASTRO® 25 system for an integrated, mission-critical network. This tight union between radio infrastructure and console equipment has several operational benefits to Garden Grove PD. The physical space to accommodate the proposed console is comparable to that required for a personal computer.
The console can access both trunked talkgroups and conventional radio channels over the same network. This architecture reduces overall transport costs and the need for duplicate fixed network equipment.
1.1.2 Connection to ASTRO® 25 System
The ASTRO® 25 system’s architecture is flexible and can be configured to meet Garden Grove PD’s unique needs.
1.1.1.1 Encrypted Site Link
The gateway encryption feature uses an AES 256-bit encryption algorithm for all voice and data packets between the console site and the core site. All packets traveling through these WAN links, which are provided by a public network service provider to Garden Grove PD, are encrypted.
1.1.1.2 LAN Switches
LAN switches provide LAN interfaces for console site equipment and a LAN port for the link to the core site. Service technicians can access the system’s configuration manager and service the equipment through the switch.
1.1.1.3 Advanced Conventional
This option provides the dispatcher with the ability to control ASTRO® 25 conventional channels and/or MDC 1200 channels.
1.2 Making Consoles Easy to Operate
Motorola’s proposed consoles are optimized for real-time audio, prioritizing emergency calls over other traffic, and minimizing voice queuing. Using robust error mitigation to maintain call quality even when the system is heavily loaded, the proposed console reduces communication errors that may force dispatchers or radio users to repeat their transmissions. 237

1.2.1 Next Generation Dispatch Experience
CommandCentral AXS features a highly configurable graphical user interface (GUI) that provides quick, single-view access to important information and functionalities. The browser-based GUI’s versatile folders, tabs, and scalable resources allow users to organize and configure their dispatch experience and make engagement more familiar and intuitive from shift to shift. Folders and tabs can be relocated, exposed, or overlapped as needed, giving dispatchers more control of what information they see and how they interact with those resources. CommandCentral AXS also offers multiple options for routing audio to speakers and controlling volume levels.
Figure 1: Next Generation Dispatch Experience
CommandCentral AXS features flexible window positioning and capabilities for quick and efficient access to services such as:
● Activity Log – Provides an efficient point of reference for all incoming calls into a dispatch console , showing dispatchers detailed, searchable call information (radio resource name and call time) to enable faster and more informed response. ● Paging – Allows users to send user configured pages on radio resources. This flexible paging feature is integrated with CommandCentral AXS for both conventional and trunked radio resources, while an external paging encoder port on the CommandCentral Hub enables third- party paging encoders to send pages on the selected radio resources. ● Patch Capabilities – Enables dispatchers to set up a communication path between two or more resources that are normally unable to communicate with each other, such as trunked resources and conventional resources.
● Alert Tones – Allows dispatchers to send one of fifteen user-configurable alert tones on selected radio resources. Fifteen default .wav files are provided with the dispatch console 238

software, but any combination of these default files may be replaced with user configured.wav files to meet specific needs.
● Channel Marker – Enables dispatchers to send a periodically repeating piece of audio on radio resources to meet the specific needs.
1.2.2 Cross Platform Dispatch Capabilities
This solution is designed to take full advantage of Motorola’s end-to-end software suite, CommandCentral. These cross platform integrations enhance the dispatch capabilities of CommandCentral AXS.
Figure 2: Motorola’s End-to-End Portfolio
CommandCentral AXS is an integral part of our end-to-end portfolio, providing greater interoperability and support for Garden Grove PD’s current and future investments. As needs grow and change over time, this solution’s flexible integration capabilities evolve to satisfy new demands. This adaptability also enables dispatchers to be effective with the integrations and capabilities they need.
1.2.3 Headset Sharing
CommandCentral AXS supports Headset Sharing, which enables a dispatcher to use a common headset for both radio and 911 communications and to quickly access basic 911 call taking functionality from CommandCentral AXS. This improves the dispatcher’s efficiency and accuracy when they have to concentrate on the radio dispatch GUI while handling 911 calls.
1.2.4 Auxiliary Inputs/Outputs
The proposed console supports Global Auxiliary Inputs/Outputs (Aux I/Os) for remote status indications or remote control through dispatch positions. Global Aux I/Os are typically implemented by hardware 239

that is independent of the dispatch positions in a system and may be accessible to multiple dispatch positions. Aux I/O Servers provide the Aux I/O feature for the consoles.
1.2.5 Standard Radio Transmission and Reception
A typical proposed dispatch position has a headset and two speakers. One speaker is for selected audio and the second speaker is for all remaining unselected audio. Additional speakers can be added to a console allowing dispatchers to configure a specific speaker for a set of designated audio sources.
This simplifies multitasking between multiple audio sources and allows flexibility in the way the audio is presented to the dispatcher.
1.1.1.4 Receiving Calls from the Field and Other Dispatchers The proposed console provides dispatchers with greater flexibility for how to hear calls from field radio users and other dispatchers. Each dispatcher can define his or her own audio reception profile by selecting a single audio source, whether conventional or talkgroup, to be heard on a selected speaker or headset (Single Select). The dispatcher can also define groups of radio resources that can all be heard on a selected speaker or headset (Multi-Select).
1.1.1.5 Initiating Calls to the Field and Other Dispatchers The dispatcher has several different ways of initiating a call. In most circumstances, a General Transmit is appropriate. With the General Transmit, the dispatcher selects a resource on the console and activates the transmission through a footswitch, headset transmit button, or a microphone transmit button. If the dispatcher needs to quickly transmit on a resource that is not selected, the dispatcher uses the Instant Transmit function.
A safety switch is available, which prevents accidental activation of functions that may cause negative consequences. The safety switch can be used with Aux I/Os and preprogrammed pages, as well as Instant Transmit switches.
1.1.1.6 Audio Communication to the Field and Other Dispatchers The dispatcher can transmit audio in different ways. They can make calls to all users listening to a specific conventional radio resource or a specific trunking talkgroup. When multiple resources are required, the dispatcher can select additional talkgroups and/or conventional channels, as needed using the Multi-Select feature.
The proposed console also enables dispatchers to make private calls to individual field radio users or dispatchers. Once a private call is established, it can be patched in with another resource at the dispatcher’s discretion.
1.1.1.7 Controlling Console Audio
The proposed console offers dispatchers several different ways of controlling or muting the audio on their consoles, such as the following:
● Audio volume can be changed for any specific resource. 240

● All non-selected resources on the console can be muted for 30 seconds (All Mute) or unmuted, if already muted.
● A dispatcher can transmit on a resource while receiving audio from the same resource or other resources.
● A dispatch position can be configured to automatically mute the other dispatch audio on a shared resource to prevent acoustic feedback when a co-located dispatch position transmits. ● RF Cross Mute automatically mutes the receive audio from a specified channel when the dispatcher transmits on another specified channel to prevent acoustic feedback.
1.1.1.8 Controlling Network Audio
Dispatchers can control audio on the ASTRO® 25 network. The dispatcher can enable or disable radio users to compartmentalize traffic, reduce interruptions, and maintain communications between dispatch and the field. When this function is enabled or disabled, all dispatch consoles with this resource assigned are updated with the current status of the feature. This feature can be controlled from any dispatch position.
1.2.6 Emergency Radio Transmission and Reception
As part of a mission-critical communications network, the proposed dispatch console facilitates immediate prioritization and resolution of emergency communications between Garden Grove PD’s dispatch and first responders in the field. This enables dispatchers and first responders to focus on their mission and not their equipment, especially during critical situations.
1.1.1.9 Receiving an Emergency Call
When a user in the field or another dispatcher initiates an emergency call, the console emits both visual and audible indications (Emergency Alarm). The audible indication alerts the dispatcher that an emergency is underway; the visual indication directs the dispatcher’s attention to the specific resource making the emergency call. The dispatcher can immediately reserve a voice channel for the duration of the emergency.
1.1.1.10 Responding to an Emergency Call
A dispatcher can bypass the standard console interface to auto-open a quick list, which contains specific controls for recognizing an emergency call, initiating an emergency call, and ending an emergency call (Auto-Open of Quick List). The dispatcher can then recognize the emergency call, which ends the audible emergency indication and notifies all dispatchers that the emergency is being addressed (Emergency Recognize).
The audible emergency indication may also be muted by a dispatcher without recognizing the emergency alarm (Mute Tones at a Single Op). This can be used in a situation where one agency is monitoring a channel that belongs to another agency. That channel can be configured to not generate audible and/or visual emergency indications.

Motorola Solutions
1.1.1.11 Ending an Emergency Call
When an emergency is over, the dispatcher can end the Emergency Alarm. The visual indication on the dispatch position GUI is removed, and the console informs the other dispatch positions that the emergency is over (Emergency End/ Knockdown). The emergency mode remains active on the initiating radio unit until it is ended (reset) by the radio user.
1.2.7 Radio Patch Control
The dispatcher can patch communication between trunked and/or conventional radios that are normally unable to communicate with each other due to different features, programming, or even different frequency bands. A patch group is a group of linked resources that can both receive messages from a console and transmit to all other members of the patch group.
1.1.1.12 Setting up a Standard Patch
Patches are supported between trunked resources and/or conventional resources. After the patch is created, the dispatch position transmits all audio on one resource to all other resources in the patch group. In a patch between trunked resources, patched radio users with displays see the ID or alias of the other patched radio(s), as opposed to that of the console. This minimizes confusion and the need for the dispatcher to intervene in the call. Patches are automatically reestablished, if interrupted, so the dispatcher can concentrate on continuing operations.
1.1.1.13 Predefined Patches
Patches can be predefined and automatically reinitiated each time a dispatch position computer is restarted (Patch Auto-Start).
1.2.8 Call Management and Control
The dispatcher can use the following functionality to manage and control audio for different types of calls between the dispatch position and radio users or other dispatchers.
1.1.1.14 Automatic Prioritization of Calls
Calls on the dispatch position are prioritized through a transmission hierarchy. Calls from primary supervisors take priority over those from secondary supervisors, which in turn take priority over non- supervisors. Instant Transmit or All-Points Bulletin (APB) transmissions, regardless of whether they are from a supervisor, take priority over general or patch transmissions.
Multiple dispatchers can be designated as primary supervisors on the same system, which is useful when multiple agencies share one system. With the Network Manager Client installed, supervisors can disable and enable dispatch console functionality as needed.
1.1.1.15 Manual Prioritization of Calls
System Access Priority Select allows a dispatcher to prioritize trunked resources on the system as either normal or tactical. A dispatcher can change the priority of a trunked resource to tactical to give 242

the resource a better chance of gaining communication access on a busy system. Only emergency calls have a higher priority than tactical.
When the System Access Priority Select status of a resource is changed, it is updated at all dispatch consoles in the systems that are monitoring that trunked resource.
1.1.1.16 Using the Multi-Select Feature
The Multi-Select feature allows a dispatch position to define groups of selected radio resources. When a Multi-Select group is opened, all of the resources in the group are simultaneously selected.
Resources can be added or removed from a Multi-Select group while the group is open. The dispatcher can transmit on several resources simultaneously or can listen to multiple resources simultaneously in their headset or select speakers.
1.1.1.17 Standard Call Indications
The dispatch position indicates the availability of any given resource, regardless of whether the resource is involved in a transmission. An inbound call indication provides the dispatcher with a visual cue of audio activity on a radio resource and allows a dispatcher to see at a glance what the status of a resource is at any moment.
1.1.1.18 Call Alerting
A dispatcher can use Call Alert to page an unattended radio or dispatch position through a series of beeps and an indication of the sender’s ID. When available, the radio user or dispatcher sees the unit ID of the calling dispatch console or radio ID and is able to return the call.
Additionally, a Call Alert can trigger an activity. For instance, a Call Alert may cause a vehicle’s horn to sound and its lights to flash. The dispatcher can even send a Call Alert to a user who is involved in voice and data communications over the network.
1.2.9 MKM 7000 Console Alias Manager (CAM)
The MKM 7000 Console Alias Manager (CAM) manages the radio unit ID aliases displayed on dispatch positions. It enables agencies that share a radio system to change aliases displayed on their dispatch positions and logging recorders without affecting the aliases displayed at the other agencies on the system.
A typical console uses many types of aliases to provide meaningful, descriptive names instead of numeric ID numbers for different resources on the console, such as:
● Trunking talkgroups and conventional channels
● Aux I/Os
● Secure keys used for voice encryption
● Frequencies on multi-frequency conventional channels
● Private Line (PL) codes on conventional channels
● Predefined pages
● Radio unit IDs (also called radio PTT IDs)
243

Motorola Solutions
The CAM supports aliases for radio unit IDs on ASTRO® 25 trunking systems, ASTRO® 25 conventional systems, MDC 1200 conventional systems, and Advanced SECURENET conventional systems. When SmartX site converters are used with SmartZone or SMARTNET systems, the CAM supports aliases for those types of radio unit IDs as well.
The CAM does not support aliases for systems connected through an ISSI link or non-Motorola consoles connected through a CSSI link.
1.3 Protecting Consoles and Communications
The console enables end-to-end encryption from the dispatcher to the ASTRO® 25 network, so that Garden Grove PD’s communications will not be undermined by unencrypted transmissions. Each dispatcher is able to fully participate in secure communications while being confident that sensitive, vital information is not heard by unauthorized individuals.
1.3.1 Secure Access to the Console
To use the dispatch position, a dispatcher must enter a valid radio system user account name and password. The dispatch position validates that information with the radio system’s network manager and allows the dispatcher to access only the resources for which the user has access rights. This also applies to third-party applications that use the dispatch console's API.
1.3.2 Secure Communications at the Console
The console encrypts and decrypts radio voice messages. Thus, radio voice messages are encrypted from end-to- end between the radio users to the dispatch position. The dispatcher can choose whether to encrypt their transmissions on a particular trunked resource. Dispatchers can interface with agencies that have different encryption configurations without any manual intervention or delay.
The AXS Console supports multiple encryption algorithms (AES, DES-OFB, and/or ADP) and multiple secure keys.
The dispatchers may talk and listen on radio resources which have different encryption algorithms without any manual intervention or delay.
The key material for performing audio encryption and decryption is stored locally on the console. This key material is also associated with a Common Key Reference (CKR), so that the appropriate key can be selected for a given talkgroup or a special call type.
1.3.3 Key Management via Key Variable Loader (KVL)
Key management via a key variable loader (KVL) feature provides the ability to manage all the keys for an AXS Console or archiving interface server using only a KVL.
1.3.4 Key Management via Over-the-Ethernet Keying (OTEK) Key management through OTEK provides the ability to manage the keys for a dispatch console or AIS using only a Key Management Facility (KMF). In OTEK, the management and distribution aspects of 244

key management are all performed by the KMF. Distribution of the key management information is done across the radio system’s IP network from the KMF to the dispatch console and AIS.
1.4 Incorporating Console Configuration and
Management
The proposed console system is configured and managed by the same configuration manager, fault manager, and performance reporting applications as the radio system. The user can define exactly which resources are available and how they are presented to the dispatcher. This provides Garden Grove PD with a single point for configuring and managing the entire ASTRO® 25 system. Changes are automatically distributed throughout the system.
This centralized approach saves valuable time and effort for system administrators and technicians and reduces the errors that can occur when radio IDs and other data are entered at multiple locations. In addition, call traffic and performance reports for each dispatch position can be generated from the system’s network manager, enabling administrators to quickly and easily ensure optimal effectiveness and efficiency.
1.5 Dispatch Console Solution Components
The proposed components are connected together and to the rest of the ASTRO® 25 system on an IP network through console site routers and switches. The console functions as an integrated component of the total radio system and fully participates in system-level features, such as end-to-end encryption.
The console connects directly to the radio system’s IP transport network. Audio processing, encryption, and switching intelligence for dispatch are performed within each software- based dispatch position without additional centralized electronics.
Since the network is IP-based, the system interfaces and components can be distributed physically throughout the network. Some of the available console components are identified below.
1.5.1 CommandCentral AXS Dispatch Console Operator Position The dispatch position supports multiple peripheral accessories, including a USB microphone, USB headset, and USB footswitch. The following list describes the components included in the proposed configuration.

1.0 OVERVIEW
1.1 Statement of Purpose
The purpose of this Statement of Work (SOW) is to describe the responsibilities of AT&T, the California Office of Emergency Services (Cal OES) 9-1-1 Branch, and the Public Safety Answering Point (PSAP) with respect to the scope of work, deliverables, and terms and conditions of the project described herein.
The SOW shall be subject to the terms and conditions of the Master Purchase Agreement # 6136-2020 dated July 16, 2020, by and between AT&T and Garden Grove PD also known as "PSAP". In the event there is a conflict between the terms and conditions of this SOW and the Master Purchase Agreement, the Master Purchase Award shall take precedence. All exhibits, appendices, and attachments are incorporated herein by reference.
Cal OES 911 will be using Master Purchase Agreement # 6136-2020 to purchase Customer Premise Equipment (CPE) and maintenance services. This SOW is not intended to restate the requirements of the Master Purchase Award but instead describes the requirements of the PSAP's essential business needs for a successful Premise-Based Call Handling solution and deployment.

AT&T technicians will place the existing equipment in an area designated by the PSAP. AT&T technicians will not remove any existing equipment from Garden Grove PD’s building.
2.0 DESIGN SOLUTION
2.1 System Overview
VESTA is a Premise-Based, Call Handling solution, and VESTA 9-1-1, application that efficiently handles incoming calls, texts, TTY (Baudot) and Real-Time Text (RTT). VESTA 9-1-1 receives and routes both emergency and non-emergency calls by either Automated Call Distribution (ACD) or design shared line appearance (non-ACD). VESTA 9-1-1 allows call takers the ability to seamlessly answer and service 9-1-1 calls from Wireless, Wireline, VoIP, and multimedia devices. VESTA 9-1-1 provides detailed location information in a flexible i3 or a legacy Format 04 format as desired and selected by the client.
2.2 Description of Network Elements
For equipment deployed at PSAP, the VESTA 9-1-1 network elements are always deployed redundantly for public safety grade performance. Each piece of the AT&T Local 278
Garden Grove PD SOW Date: 13AUG2025
Version 1.0 Page 3
Area Network (LAN) is redundant at the PSAP. Specifically for the Agency, the following physical LAN Elements are supplied minimally:
2 Switches
2 Media Gateways
2 Power Distribution Units
2 UPS (if required)
Network Element (System) Connectivity is over the PNSP and RNSP SIP trunks in accordance with the Cal OES requirements specified in "NG9-l-1 Emergency Services I ESInet - i3 Cloud PSAP Interconnection Control Document (ICD) for Interoperability Testing (IOT) and Production".
2.3 i3/Cal OES ESInet Integration Requirements
The i3 connection point provides (2) Ethernet ports to the PNSP and RNSP Ethernet handoff. The AT&T demarcation is the Ethernet ports on the AT&T provided On-prem Call- Handing equipment.
2.4 Building Modifications
All building modifications are the responsibility of the PSAP. The AT&T Project Manager will work closely with the PSAP to determine proper timeline coordination for a smooth system implementation. Please refer to Appendix A for the specific modifications to be performed by the PSAP.
3.0 9-1-1 Traffic and Data Flows
a) Legacy 9-1-1 - For sites that are on the ESlnet without NGCS functionalities; CAMA Gateways are deployed in support of the legacy call flow. The ingress 9-1-1 calls are delivered to the PSAP via CAMA trunks to the local PSAP.
b) Transitional 9-1-1 - For PSAPs where SIP AGG NGCS i3 call origination is not 100% complete, CAMA Gateways are deployed in support of the legacy call flow. AT&T provides legacy local CDRs for CAD spill and local logging recorder as serial.
Gateway Converts CAMA to SIP for delivery of Legacy 9-1-1 to CHS. xxx provides legacy local CDRs for CAD spill and local logging recorder as serial, IP, or in other formats depending on CAD/Recorder requirements. 279
Garden Grove PD SOW Date: 13AUG2025
Version 1.0 Page 4
c) SIP and i3 Origination - Once all Ingress for the PSAP is transitioned off of the Legacy Selective Router (LSR), all calls will be delivered over NGCS via PNSP and RNSP.
ALI (format) spill to CAD and Recorders are not under the control of AT&T. If CAD or Recorder operational discrepancy arises, PSAP will be responsible to engage the respective vendors to mitigate the issue.
Once the NGCS is in place, the CHS Server to Client relationship is supported over the PNSP and RNSP trunks as defined in "NG9-1-1 Emergency Services I ESlnet - i3 Cloud PSAP Interconnection Control Document (ICD) for Interoperability Testing (IOT) and Production".
4.0 CHANGE REQUESTS
Consistent with the terms and conditions of MPA 6136-2020, during the implementation phase, Change Requests will be allowed upon approval from the PSAP, CAL OES and AT&T.

Project: Communications Recording Solution (Upgrade or Implementation) Statement of Work (SOW) and Statement of Purpose
Goserco, Inc. is pleased to submit this statement of work for services to deliver the applicable installation, configuration, testing, training, and relevant project management for a new or upgraded communications recording solution. This document outlines Goserco, Inc.'s services and those expected to be provided by the customer or its relevant vendors when planning and implementing this project.
It may also describe specific services to be customized to your environment. Specifically, this SOW is only for the applicable installation, configuration, testing, training, and relevant project management for a communications recording solution.
In the event of overlap, any specific terms and conditions agreed to by Goserco by another device (contract, RFP response, or other written agreement) shall take precedence over this statement of work. With authorized signatures by both parties and in the absence of such an outside agreement, the terms and conditions specified in this statement of work shall apply and constitute agreement to such terms and conditions by both parties.
Changes to this Statement of Work will be processed following the procedures described in "Appendix B. Project Change Control Procedure." Both parties must approve and accept a Change Authorization to initiate scope changes under this agreement. The investigation and the implementation of changes may result in modifications to any aspect of the project schedule, pricing/invoiced charges, and/or other terms of this agreement. Without signatures of acceptance, specific pricing (if any) in this Statement of Work expires 60 days following the date of its preparation.
Project Scope
The scope—the customized and detailed list of specific items that define what will be considered “in-scope” for this project—is written in a separate section titled “Project Scope Detail.” The Project Scope Detail is considered part of this statement of work.
Assumptions
Quote #SA013023 v1 Page 7 of 17301
Phone: Email: [email protected] Web: www.goserco.com General
The customer will provide a single point of contact that will act as the project owner and who will be the primary individual to sign off on the project phases at completion
All work under this statement of work will occur Monday-Friday between the hours of 8:00 am and 5:00 pm; no installations, configuration, moves, site visits, or other related work will be scheduled over weekends, evenings, or Goserco, Inc.-declared holidays, without mutual agreement in advance from the Goserco, Inc. project manager and the customer project manager Goserco, Inc. and the customer will jointly create any project documentation where customer involvement is required. The customer must approve the final installation schedule and final versions of project documentation to ensure it coincides with all expectations
Goserco, Inc. and the customer will jointly create any special requirements for defining “project acceptance” in writing, and with mutual agreement to such requirements, those requirements will become part of a written cutover plan (or installation checklist)
