Subject: Authorization for the issuance of a purchase order to Advanced Healthstyles Fitness Equipment, dba Advanced Exercise to purchase fitness equipment for the Police Department. (Cost: $67,529.29)(Action Item)
OBJECTIVE
To seek City Council approval to purchase new fitness equipment from Advanced Healthstyles Fitness Equipment, dba Advanced Exercise through the Sourcewell competitive bid program, Contract #052324-LFF.
BACKGROUND
The California Board of State and Community Corrections Officer Wellness and Mental Health Grant Program, established in the 2022 Budget Act (Assembly Bill 178, Chapter 45, Statutes of 2022), provides $50 million for city and county law enforcement agencies to improve officer wellness and expand mental health resources.
The funding distribution included the allocation of funds to 394 agencies throughout the State of California. Law enforcement agencies received a portion of the funds based on the number of eligible Peace Officers, with the Garden Grove Police Department receiving $122,162.38.
These funds are designed to improve officer wellness and expand mental health resources and can be used to purchase fitness equipment.
DISCUSSION
The City Council accepted the California Board of State and Community Corrections (BSCC) Officer Wellness and Mental Health Grant Program funds in the amount of $122,162.38 at the City Council meeting on June 13, 2023.
The Police Department has utilized grant funds on mental health services and resources and is requesting to purchase fitness equipment with the remaining grant funds.
Sourcewell nationally solicits, evaluates, and awards contracts through a competitive bid process. Advanced Healthstyles Fitness Equipment is an authorized commercial reseller for Item 329/2025
Life Fitness with Sourcewell Cooperative Purchasing Contract #052324-LFF, which meets the City’s procurement policy as a piggyback contract per G arden Grove Municipal Code
2.50.060(E). Advanced Healthstyles Fitness Equipment will deliver and install the fitness equipment.
FINANCIAL IMPACT
The purchase of the fitness equipment will be funded by grant funds received from the BSCC Officer Wellness and Mental Health Grant Program. Any overage, if any, beyond the grant amount will be covered in the Department’s Fiscal Year 2025-26 operating budget.
RECOMMENDATION
It is recommended that the Garden Grove City Council:
Approve to dispense of the bidding process per Municipal Code 2.50.060(E), piggy-back purchase through an approved cooperative purchasing contract; Authorize the use of Life Fitness’s Sourcewell Cooperative Purchasing Contract #052324-LFF; and
Authorize the Finance Director, or designee, to issue a purchase order in the amount of $67,529.29 to Advanced Healthstyles Fitness Equipment, dba Advanced Exercise for the purchase, delivery, and installation of the fitness equipment.
