Program Overview
Assembly Bill (AB) 1668 and Senate Bill (SB) 606, also known as the Making Conservation a California Way of Life Framework, or Conservation Framework, requires each Urban Water Supplier to calculate and report their Urban Water Use Objective (UWUO) and to stay within their calculated annual water budget.
The UWUO is aggregate efficient water use of:
• Indoor Residential Use (population x GPCD standard);
• Outdoor Residential Use (measurements of irrigated/irrigable area, local weather data, and a landscape efficiency factor); ·
• Outdoor Use with Dedicated Irrigation Meters (measurements of irrigated area, local weather data, and a landscape efficiency factor);
• Distribution System Water Losses;
• Approved Variances; and
• Potable Reuse Bonus.
Additionally, the Conservation Framework includes commercial, industrial, and institutional (CII) non-volumetric Performance Measures, including CII customer account classifications, thresholds for converting mixed-use CII meters (MUMs) irrigating over½ an acre of landscape to dedicated meters or in lieu technologies, CII best management practices (BMPs), and identification of and information sharing with disclosable buildings.
To assist Orange County Water Suppliers (hereafter Participant Agency or Participant Agencies), MWDOC has entered into an Agreement with Quantum Spatial, Inc., also known as NV5 Geospatial (NV5G), and arranged for Metropolitan funding and Santa Ana Watershed Project Authority (SAWPA) funding, where applicable, to provide (1) landscape area measurements (LAM) associated with dedicated irrigation meters (DIMs), which may include the creation of water efficiency budgets for dedicated landscape meter customers; (2) identification of MUMs irrigating landscapes greater than ½ acre and subject to the regulation; and (3) reconciliation of DIM and residential LAMs where areas may overlap.
Dedicated Irrigation Meter (DIM) Landscape Area Measurements (LAM) Urban Water Suppliers are responsible for measuring landscapes that are irrigated and irrigable by dedicated irrigation meters .
The method for capturing landscape areas is remote measurement. The remote method includes NV5G using 3," 4-band aerial imagery to map and measure irrigated and irrigable areas. All methodologies will result in irrigated and irrigable area measurements, following DWR's classification methodology as closely as possible. The area analysis ( corrected for slope at slopes steeper than 15 degrees) will occur using GIS software once the irrigation areas, as mapped in the final database, are confirmed as final.
The imagery source used for this project will be MWDOC-provided 3," 4-band imagery flown in Summer/Fall of 2020. If, for any reason, this imagery is unable to be used, MWDOC will direct NV5G on which source to use in its place.
NV5G will define the meter service area and meter location, if the Participant Agency does not already have current data available. NV5G will run NV5G proprietary landscape area mapping Addendum 3D

models across each customer's meter service area. With this as the starting point for the irrigated and irrigable areas, NV5G will then 'heads-up' digitize to correct for any anomalies in the modeled output. Table 1 provides the cost structure of the services. Pricing is based on the total DIM meters . *SAWPA funding may be available to agencies located within the Santa Ana River watershed to help offset retailer costs.
Mixed-Use Meter (MUM) Landscape Area Measurements (LAM) Urban Water Suppliers are responsible for converting mixed-use CII meters irrigating over½ an acre of landscape to dedicated meters or in lieu technologies.
NV5G has developed a workflow to help the Participant Agency identify MU Ms that would likely fall under the new Conservation Framework legislation for meters that should be converted to Dedicated Irrigation Meters (DI Ms) or mediated with in-lieu technology. The workflow will build from the CII technical assistance Land Use Classification Dataset (LUCO) provided by DWR.
Table 2 provides the range of measurement costs based on the quantity of MU Ms. Pricing is based on the number of total MUM connections and the quality of the agency data used to geolocate MUMs and associate them with parcel information to identify the meters with irrigable landscape over half an acre. Geospatial Data Quality is defined as follows :

Definition of existing data levels:
• Advanced : Supplier has *.shp files of known CII meters . • Intermediate : Suppl ier has *.shp files or latitude/longitude locations of all meters ; NV5 needs to identify CII MUMs from other meters .
• Standard : Supplier has addresses associated with meters; NV5 needs to identify and geocode CII meters.
DIM/Residential Landscape Area Measurements (LAM) Reconc iliation Due to residential and DIM Land Use Classification Dataset (LUCO) and Landscape Area Measurements (LAM) processes happening independently, in some areas the DIM premises may overlap with the Residential parcels. This overlap can result in an inaccurate calculation of the outdoor components of the Urban Water Use Objective .
Participant Agency can choose to remove overlap from Residential parcels or the DIM parcels at the Agency level, but not at an individual parcel/premises level. Processes for this step include NV5 intersecting DIM premises and LAM parcels, identifying areas of overlap, removing overlap in favor of DIM premises or RES parcel (Agency choice) , and recalculating land class areas for premises and parcels .
Table 3 provides the range of reconciliation costs based on the quantity of DIMs.

Participant Agency Obligations. As a condition of participation , Participant Agency understands and agrees to the following :
• Participant Agency will make reasonable efforts to assist MWDOC and NV5G with customer outreach within the Participant Agency's service area. • Participant Agency will make reasonable efforts to provide NV5G with any documentation or data required by NV5G for implementation of this Program on Participant Agency's behalf.
• Participant Agency will provide MWDOC with upfront co-funding prior to the Program commencing in Participant Agency's service area.
Participant Agency Co-Funding. Participant Agency agrees to provide co-funding for the Program in the amounts specified in the Tables below. Co-funding will be provided on a per meter basis up to the Not to Exceed funding limit. Participant Agency understands that cost calculations are based on the best available information and are subject to change:
Table 4 is to be completed by Participant Agencies enrolling in the Program for the first time and Participant Agencies needing to increase their upfront co-funding. Participant Agencies only rolling over an unspent balance do not need to complete Table 4.
