Date: 10/14/2025
Subject: Approval of a sole source agreement with Hydrologic, Inc. to provide z ero- discharge flushing services for the City’s water distribution system. (Cost: $224,742.08)(Action Item)
OBJECTIVE
To request City Council approve a sole source agreement with Hydrologic, Inc. to provide zero-discharge flushing services for the west area of the City’s water distribution system.
BACKGROUND
Well No. 16 supplies water to the West Garden Grove area. The distribution pipes in this area have experienced a buildup of sediment, including iron and manganese deposits, due to elevated iron and manganese levels from Well No. 16. In addition, Well No. 26 experienced a high volume of sand infiltration affecting the lower east side of the City last February, resulting in water quality issues involving sand sediment, murky and discolored water.
Changes in water flow such as gate valve replacements or firefighting ac tivities can disturb the sediment inside the water main, releasing it into private water lines. Although the discolored water meets state and federal primary drinking water standards, its appearance has prompted public concerns.
To address these areas, cu rrent mitigation methods would involve flushing individual fire hydrants simultaneously within this widespread area. This method involves allocating a lot of staff time and results in a significant amount of water loss. Insufficient staff is available to take on this project due to other daily maintenance and capital work taking place within the citywide water distribution system.
DISCUSSION
The Municipal Water District of Orange County provided the City with a resource to address this issue by referring a contractor, Hydrologic, Inc., who offers a zero -discharge flushing truck service involving a closed-loop filtration system by connecting two fire hydrants. Rather than flushing water out of the distribution system, this truck circulates the water, filters it, and puts it back into the water distribution system. patented manufacturing and service technology of zero-discharge flushing method, therefore it is necessary to dispense of the bidding process pursuant to Garden Grove Municipal Code Section 2.50.060 (C). Staff received a quote for this project in the amount of $ 224,742.08.
Staff recommends contractin g with Hydrologic, Inc. services to help remove the sediment buildup in the water main lines caused by Well No.16 and Well No. 26.
FINANCIAL IMPACT
The total cost of the agreement with Hydrologic, Inc. to provide zero -discharge flushing services for the western area of the City’s water distribution system is $224,742.08. Funding for this agreement is available in the City’s adopted FY 2025 –26 Water Enterprise Fund operating budget.
RECOMMENDATION
It is recommended that the City Council:
Approve dispensing of the bidding process pursuant to Garden Grove Municipal Code Section 2.50.060 (C), the service can be obtained from only one vendor; Approve the attached sole source agreement with Hydrologic, Inc. in the amount not to exceed $224,742.08, to provide zero-discharge flushing services for the west area of water distribution system; and
Authorize the City Manager, or designee, to execute the agreement on behalf of the City and make minor modifications as appropriate thereto.
