INTER-DEPARTMENT MEMORANDUM

City Manager Dept: Public Works
Date: 10/14/2025

Subject: Award a contract to GA Technical Services, Inc. for electrical system upgrades at City Hall to facilitate a secure connention for portable emergency generator. (Cost: $142,006)(Action Item)

OBJECTIVE

For the City Council to award a contract to GA Technical Services, Inc. to install a secure exterior connection point at City Hall to facilitate connection of a portable emergency generator that will support full building operations in the event of an electrical outage.

BACKGROUND

The Public Works Department Facilities Division is responsible for maintenance of City buildings.

In 2019, the City contracted with a consultant to perform a comprehensive Facilities Condition Assessment (FCA) of City-owned buildings. This assessment forecasts the useful lifecycle, as well as costs of our building’s repair and maintenance needs. Additionally, the assessment captured current building deficiencies and categorized them by Safety, Performance Integrity, Accessibility, Environmental, Retrofit Adaptation and Lifecycle Renewal. These categories are the primary reason or rationale for replacement, repair, or corrective action.

DISCUSSION

Currently, the existing City Hall emergency generator does not support full building operation.

It was designed and built for emergency building egress only. In August of 2021, the City, through grant funding, secured a portable generator with enough capacity to support full building operation. The required connection point will provide a quick, safe and secure method of connecting the new generator to the building, providing ample power to fully support daily operations.

Specifications were generated and submitted for bid (IFB S-1376). Results shown below reflect the three (3) lowest bids:
