Subject: Authorization for the issuance of a purchase order to Motorola Solutions for portable radios for the Public Works Department. (Cost: $240,037.82) (Action Item)
OBJECTIVE
To obtain City Council authorization for the issuance of a sole source purchase order to Motorola Solutions for portable radios for operations and emergencies.
BACKGROUND
The Public Works Department has an 800 MHz two-way radio system that is used in periodic day-to-day operations and is needed during emergencies when cell phone tower communications are down. This radio system is an integral part of communication for emergencies when Public Works coordinates with the Police Department, Orange County Fire Authority, and state/local agencies such as the Water Emergency Response of Orange County.
During emergencies it is crucial that Public Works is able to secure and allocate resources needed for mitigating infrastructural damages and keeping the public safe. The c urrent portable radios are approximately 11 -18 years old. These radios are b eyond their life expectancy and are no longer supported for repair by the manufacturer, Motorola. A total of 45 portable radios are needed to supply to various key sections within the department. The total cost for purchasing 45 portable radios is $240,037.82.
DISCUSSION
Motorola is the exclusive provider to the County of Orange for its countywide inter -agency and public safety radio system. Motorola's radio transceivers, accessories, and parts support the P25, 800 MHz radio network for the County of Orange.
The full line of 800 MHz radio subscriber equipment contains programming information that is locked by a unique System Key, which is only issued to the County of Orange. All radio transceivers contain hardware and a System Key or Factory Software customized to the County of Orange. In addition, all Law, Fire and Public agency subscriber equipment is equipped with hardware encryption that cannot be removed and is specific to the County's Item 379/2025
public safety platform. The City may utilize the Orange County Equipment and Services Price Book Agreement #MA -060-21010004 for the purchase of portable radios from Motorola, therefore, pursuant to Garden Grove Municipal Code 2.50.060( D), formal bidding process may be dispensed.
FINANCIAL IMPACT
The estimated cost of $240,037.82 for the purchase of 45 portable Motorola radios will be funded from the existing budgets adopted for the Public Works Department within the Water, Sewer, and General Fund.
RECOMMENDATION
It is recommended that the City Council:
Approve dispensing of the bidding process per Municipal Code 2.50.060 (D), the purchase price and other terms are similar to those in a contract awarded for the same goods and/or services by another public agency or government purchasing cooperative organization based on a competitive process; and
Authorize the Finance Director, or designee, to issue a purchase order in the amount of $240,037.82, to Motorola Solutions for the purchase of portable radios and equipment.
