Date: 10/14/2025

Subject: Consideration of a request from LFA Group, LLC to extend the operating hours and make an exemption to the City’s Noise Ordinance on Wednesday, December 31, 2025, at the Garden Amp. (Action Item)

OBJECTIVE

To transmit a written request on behalf of LFA Group, LLC, requesting approval to extend the operating hours and make an exemption to the Noise Ordinance, Municipal Code Section

8.47.040, to allow higher noise levels from 10:00 p.m. to 12:15 a.m. on Wednesday, December 31, 2025, at the Garden Amp.

BACKGROUND

Since 2017, LFA Group, LLC has served as the production company for the City’s Festival Amphitheater. The facilities use agreement currently allows LFA Group, LLC to operate and rent the facility until 10:00 p.m.

DISCUSSION

Staff received a written request from LFA Group, LLC, the production company of the Garden Amp, seeking approval to extend operating hours on New Year’s Eve, December 31, 2025, from 10:00 p.m. until 12:15 a.m. This request would also require approval of an exemption under Garden Grove Municipal Code Section 8.47.070 to exceed the lower noise thresholds typically enforced after 10:00 p.m. LFA Group, LLC will be hosting a New Year’s Eve event and would like to accommodate the traditional midnight countdown, as previously done in 2023 and 2024, giving attendees the opportunity to celebrate and welcome the new year.

FINANCIAL IMPACT

Approval of this request will not have a financial impact on the City.
